It's the Windows Quick Settings, a jump list of the most popular Windows Settings that you might want to tweak. Just hit the windows key to get the generic search box, enter "windows mobility center" (without the quotes) into the search box, and press enter. On mine, Windows filled in the rest once I got a couple of keystrokes into the word "mobility".
