It's the Windows Quick Settings, a jump list of the most popular Windows 
Settings that you might want to tweak.


For example, one of the items in the menu is Programs and Features, a very 
popular option for those of us who do a great deal of software trials and 
the like.

in windows vista and windows 7, the keystroke windows-key+x takes you
directly into the mobility center.
windows 8&10, windows-key+x brings up a context menu, now you need to arrow
and enter on the mobility center.

the windows mobility center started in windows vista.
in windows vista and windows 7, the keystroke windows-key+x takes you 
directly into the mobility center.
windows 8&10, windows-key+x brings up a context menu, now you need to arrow 
and enter on the mobility center.

I never knew that key stroke was available in Windows versions before 
Windows 8. I am sorry for questioning you. Have a blessed one. Was that key 
stroke there in Windows XP? You see, I went right from Windows XP to Windows 
8.1, so I do not know about Windows Vista or 7.

Hi,
You cannot do it that way in Windows 7. That is only for win8 and 10. Have a 
great one.

Just hit the windows key to get the generic search box, enter "windows 
mobility center" (without the quotes) into the search box, and press enter. 
On mine, Windows filled in the rest once I got a couple of keystrokes into 
the word "mobility".
