This behavior is also encountered when using the nouveau display driver
on a fresh install that hasn't had nvidia drivers installed.

Bug description:
  On a fresh install from at least Ubuntu 17.04 up to 18.10, when I
  change Settings->Dock->Show on to a specific monitor on a dual monitor
  setup, this setting gets flipped if I change the primary display in
  Settings->Devices->Displays->Primary Display.

  For Example I have Monitor A and Monitor B
  After a fresh install Monitor A is primary with title bar, clock, etc. and 
the dock. If I change the dock to Show on Monitor B it moves as desired. But 
when I change Primary Display to Monitor B also, the dock immediately goes to 
Monitor A again. When I check the Show on setting it still displays Monitor B 
but it's actually on Monitor A. Selecting Monitor A will move the dock to 
Monitor B.

  I purchased a touchscreen computer that uses a 0408:3003 Quanta
  Computer, Inc. optical multi-touch touchscreen controller but the
  touch feature does not work. I've updated the BIOS to the latest
  version. I've tried multiple kernels, drivers, distros and none fixed
  the issue or worked. The touchscreen works under Windows version 7 and
  up with without manually installing a driver.

  The touchscreen is detected and shows up when checking lsusb,
  xinput_calibrator, xinput --list, and dmesg -- all with no errors that
  I can see.

  In another bug for this controller user elmarikon suggested the following and 
it did eventually allow single touches to work but the fix is not persistent 
across reboots.

into the 4.4.0-rc2-custom kernel, the wireless card did work without
issue or additional drivers.

It does now boot the latest Ubuntu 15.10 (and 16.04 Daily Snapshot) 95%
of the time without issue. When it boots to the Desktop, it looks like
the picture I posted. I guess I need to close this bug and open one for
the display issue?

Is the output from usb-devices useful if I cannot remove the other
devices?

The computer with this issue is an all-in-one touch PC mounted to my
wall. Most of the peripherals are USB based but the connections are in
the PC, not external to it. The touch controller, webcam, and wireless
card are built in but use USB.

I just downloaded xenial-desktop-amd64.iso from your link and did a
complete fresh install to an unformatted drive. Same issue as reported.
Wireless works fine in the live environment. My access point shows up, I
can connect to it, browse the web and download updates while installing.
After installing, I shutdown, remove the installation media (CD and USB
stick attempted) and boot.

Result is no wireless card recognized and I can't connect to anything.

Not sure if I should do anything with this bug at this point but I still
have this computer and I tried installing Ubuntu 15.10 on it. A lot of
things that used to not work with Ubuntu now do and that's encouraging
but  the graphics still look like the image I posted in comment #10.
Using Windows with only built in drivers the screen looks normal. BIOS
is as up to date as I can get it.

  I purchased a touchscreen computer that uses a 0408:3003 Quanta
  Computer, Inc. optical multi-touch touchscreen controller but the
  touch feature does not work. I've updated the BIOS to the latest
  version. I've tried multiple kernels, drivers, distros and none fixed
  the issue or worked. The touchscreen works under Windows version 7 and
  up with without manually installing a driver.

  The touchscreen is detected and shows up when checking lsusb,
  xinput_calibrator, xinput --list, and dmesg -- all with no errors that
  I can see.

  In another bug for this controller user elmarikon suggested the following and 
it did eventually allow single touches to work but the fix is not persistent 
across reboots.

I downloaded and installed 4.3.0-040300-generic from your link. On the
very next boot wireless worked without any action on my part.

I then tried removing the driver from my previous post to see if the new
kernel worked like the Live CD by not requiring additional drivers. It
did not work. I needed to reinstall the driver to get wireless working
again. With kernel 4.3.0 still installed and active when booting, I have
to restart network manager each boot for wireless to work.

I'm not sure what to make of that. What tag should I apply?

Bug description:
  I booted my computer using an Ubuntu 15.10 64-bit Desktop live CD  and
  wifi worked no problem. After installing Ubuntu 15.10 to disk,
  wireless no longer works. I can see the wireless device using lsusb
  but it is not an option to use in network-manager, and does not show
  up in /etc/network/interfaces.

Public bug reported:

I purchased a touchscreen computer that uses a 0408:3003 Quanta
Computer, Inc. optical multi-touch touchscreen controller but the touch
feature does not work. I've updated the BIOS to the latest version. I've
tried multiple kernels, drivers, distros and none fixed the issue or
worked. The touchscreen works under Windows version 7 and up with
without manually installing a driver.

The touchscreen is detected and shows up when checking lsusb,
xinput_calibrator, xinput --list, and dmesg -- all with no errors that I
can see.

In another bug for this controller user elmarikon suggested the following and 
it did eventually allow single touches to work but the fix is not persistent 
across reboots.
xinput set-mode 13 RELATIVE
xinput set-mode 13 ABSOLUTE
sudo rmmod hid-multitouch
sudo modprobe hid-multitouch
