I can confirm this problem for Ubuntu 20.04 and 20.10 on a Thinkpad X260. The bluetooth button in the Bluetooth settings does nothing after it is automatically turned off. The same happens to me. After some time it automatically turns off and is unable to turn back on. The button in Bluetooth settings does nothing. I am able to turn Bluetooth on, but after a few seconds it turns off automatically again. Only after a reboot of my laptop I am able turn Bluetooth on without any problems. Are you able to turn Bluetooth on again using: Settings > Bluetooth > (titlebar) = ON ? It sounds like bug 1595695 is one of the problems.
