Backups are driven off of the /var/lib/lrpkg/.list file. The 
/var/lib/lrpkg/shorwall.list file contains only a single entry for 
/etc/shorewall:

etc/shorewall
Hence, all files in etc/shorewall should be backup up when you back up 
the 'shorwall' package (unless there is something going on here that I 
don't understand -- I don't personally run LEAF so I don't have a way to 
experiment).

Granted, I always read the changelogs so that I don't inadvertantly import

Except in rare cases (which will only occur at a major release), you can 
rename your /etc/shorewall directory, install the new .lrp, remove the 
new /etc/shorewall and replace it with the one you saved. Then backup 
the resulting package. The downside of this approach is that your config 
files will not contain documentation for new features.

Not sure about shorewall, but "local.lrp" backs up anything in
/usr/local.  You can put copies of your configurations there, upgrade,
then restore when in doubt.
