This is mainly a Windows thing: the difference between Modal and Modeless
dialogs. A Modal dialog, which is what the vast majority of all dialogs on all
products, are, effectively blocks the main window from which it is launched. On
the other hand, a Modeless dialog effectively runs in parallel with the main
window, allowing you to switch back and forth and work with either of them.

I'm not sure this would work for what you want to do, but
Could you create a search list for all the individuals you want to edit
and then make the changes from the notes tabs on the individuals?  That
would require fewer steps than opening and closing each person, but you
still wouldn't be able to see both notes fields open at the same time.

The short answer is No!

You need to split the screen first and select the individuals you want
in each window.  Then copy the data and close the Notes window.  Then
switch to the other screen, open the Notes window there and paste the data.

The way I normally do this is to select and copy the notes using windows "Copy" 
Ctl+C [places copy on clipboard]

Switch to the other database (not split screen) by just file open other database

select the person you want

open their notes

windows "Paste" Ctl+V [copies from clipboard]



you can use the "Paste" option as many times as you want until you use another 
"Copy".



If you want to move the text from one family file to another use "Cut" Ctl+x 
instead of Copy

What are you doing precisely? You can not split screens if you have a
notes screen (or any other) open. Once a secondary screen has focus, you
can not switch to another file.
