The reason these strings went back to English for Spanish UI in 7.4 is that the
original English strings changed, and the translators need to update their
translations accordingly.

In this case some of the changes are minimal, for example from "Promote Outline
Level With Subpoints" to "Promote Outline Level with Subpoints", removing the
capitialization of the word "with".  It's a change in the source string
nonetheless, and the translators of every language need to adapt, otherwise
they'll have English strings in their translated UI.  And other changes are not
so minimal, for example from "Move Chapter Up with Subpoints" to "Move Item Up
with Subpoints".  I didn't bother to dig up the original change in the code
(shouldn't be too hard with git commands), but the change to the PO files was
[1], and in particular these strings for Spanish UI in [2].

Other multi-lingual projects preserve the old translations for situations like
this, using PO file's "fuzzy" mechanism; but LibreOffice doesn't.  Why do we
not and whether we should change, is probably best suited for a discussion on
libreoffice-l10n mailing list.

I still think that the correct translation for the strings that appear in
English, and whose lack of translation has caused this bug, is the one that is
properly fixed in LO 7.3.5 in Spanish. Then, for some unknown reason, Weblate
has ignored those translations for these prerelease versions of LO 7.4.

If we look at the second screenshot, taken in LO 7.3.5 in Spanish, attached to
this bug report, on 25-July-2022 (25-07-2022), there we can see that the
translation for those strings, in Spanish, had been set earlier and possibly by
the localization team like so:

"Descender un Nivel con Subpuntos"  instead of  "Demote Outline Level with
Subpoints"

"Ascender un Nivel con Subpuntos"  instead of  "Promote Outline Level with
Subpoints"

"Bajar con Subniveles"  instead of  "Move Item Down with Subpoints"

"Subir con Subniveles"  instead of  "Move Item Up with Subpoints"

LO 7.4 RC2 arrived without a fix for this. There doesn't seem to be a fix for
this anytime soon.

On previous occasions, with similar translation errors, we had the help of
Julien Nabet to translate strings in Weblate and thus we had a faster solution.
