Re: [LincolnTalk] Updates from our regional planning group (MAGIC): EV Infrastructure project, MBTA communities webinar, and Metro Boston trails, bikeways, and greenways.

2022-01-06 Thread Margaret Olson
The draft requirements for compliance with the House Choice Act have been
published. Lincoln could not comply with the requirements in this draft
based purely on our geography. The town and planning board will be
providing feedback to the state to that effect. The town may or may not
want to forgo the state funding we have previously enjoyed, but at the
moment the issue is that the current draft is unworkable.

Re: [LincolnTalk] Updates from our regional planning group (MAGIC): EV Infrastructure project, MBTA communities webinar, and Metro Boston trails, bikeways, and greenways.

2022-01-06 Thread Sara Mattes
> MBTA Communities Webinar on the Multi-family Zoning Requirement
> Wednesday, January 12 at 1 p.m.

This is an important meeting.
There has been much talk about this new legislation and the multi-family zoning
“requirement," and the implications for Lincoln.
Much of the has been alarming.
It should not be.
A full read of the legislation and confirmation by Town Counsel and others is
reassuring.

(b) An MBTA community that fails to comply with this section shall not be
eligible for funds from: (i) the Housing Choice Initiative as described by the
governor in a message to the general court dated December 11, 2017; (ii) the
Local Capital Projects Fund established in section 2 of chapter 29; or
(iii) the MassWorks infrastructure program established in section 63 of chapter
23A.

Note: The “requirement” is only a requirement if you want access to certain
pools of State $$.
These no other “penalty.”

Here is the Housing Choice Initiative message referenced:
https://www.mass.gov/news/baker-polito-administration-announces-new-housing-choice-initiative

And here is information about MassWorks:
Per M.G.L.ch.23A§63, the primary purpose of the MassWorks Program is: to issue
grants to municipalities and other public instrumentalities for design,
construction, building, land acquisition, rehabilitation, repair and other
improvements to publicly-owned infrastructure including, but not limited to,
sewers, utility extensions, streets, roads, curb-cuts, parking, water treatment
systems, telecommunications systems, transit improvements, public parks and
spaces within urban renewal districts, and pedestrian and bicycle ways.

https://www.mass.gov/service-details/massworks-infrastructure-program

Note that the money is to go to “publicly-owned infrastructure."

While Lincoln may want to access these fund by making a change in our zoning by
laws, we need to be clear and specific about objectives.
We might have used these funds, in the past, to complete the paths and work
around Lincoln Station.
Now, what do we entertain going forward?
And, if we seek a zoning change to access these funds going forward, we should
be clear as to the trade-offs.

I would urge all who can to attend to learn more as Lincoln plans for the
future.

Re: [LincolnTalk] Where to find Binax

2022-01-06 Thread Alice Waugh
I looked into this and discovered that, according to one review of
studies from March 2021, antigen tests (which is what scientists prefer to
call them rather than "rapid tests") have a rather high false negative rate
of 45-55% for the four brands studied, though they did not include Binax.
Here's a layman's article

that summarizes the information and the medical journal article
 on which some of it
is based (scroll down to Table 2). Note that this study was published 9
months ago, so the findings may already be out of date if test accuracy has
improved since then.

Just this week, the CDC published this article
 that studied the
Sofia brand during the fall and found about the same thing: the test is
maybe 50% accurate if it says you're negative.

Both studies note that antigen tests are less accurate if you're
asymptomatic, probably because there's less virus in your nasal passages to
be captured. They're more accurate when the person has symptoms but still
not perfect.

Multiple testing of many family members-all came back “negative” then, all

But, by that time, they had been really sick for days…and highly infectious

Wow! Is the salt truck broken?

All this salt is going to be pushed to the side of the road at the first plow
truck. I understand a bit for safety after ice forms but this looks like a
malfunction!

[LincolnTalk] January 6th

2022-01-06 Thread Sarah Cannon Holden
Dear Lincoln Neighbors.

Please hold Winston Pingeon, born and raised in Lincoln and my friend, who was
serving as a Capitol Police Officer one year ago today. He did all he could to
protect the Capitol as well as our Republic. He was injured that day. He still
endures the mental scars. Together, we all owe it to him and everyone in this
country to find a way forward in peace and with justice for all.

Thank you. Sarah

[LincolnTalk] any recycling ideas?

2022-01-06 Thread K Mierz via Lincoln
1. i have a lot of school supplies that i pick up at the swap shed, hoping to
give them to schools or programs that need them.crayons, pencils, pens,
markers, scissors, staplers, paper, etc.school supplies can be so expensive...

in the past i've given them to a school in Lawrence, the sudanese program and a
lincoln art program.  but many schools/programs aren't even meeting in person
anymore.
does anyone know of someone/some group who could really use these?

2. when ordering takeout food we always request no plastic cutlery, but they
often ignore this. so we are accumulating more than we can use.  they aren't
recyclable plastic. do you have any ideas for anyone that could use these? we
HATE to just throw them out.

[LincolnTalk] Temporary Pause: In-Person Town Services

2022-01-06 Thread Elder, Peggy
Temporary Pause: In-person Town Services
Effective Monday, January 10th - Friday, January 21st

In response to the post-holiday surge in COVID infections, effective Monday,
January 10th, the Town will be implementing a two-week suspension of in-person,
non-essential programs and services. Bemis Hall, Town Offices, Parks &
Recreation Department, and the Library will be closed to the public for the
next two weeks. However, staff will remain available via e-mail and phone to
respond to requests for services and support. The Library will be resuming its
curbside pickup program. If in-person support and transactions are required,
please contact the relevant office to schedule an appointment. A complete name
and phone directory is available on the Town's website at:
http://www.lincolntown.org/Directory.aspx. Our essential departments and
services will of course remain open to the public. When visiting Town
facilities, we continue to ask for adherence to our public health protocols.
We thank you for your patience and understanding.

Our Public Health Team believes this is a necessary step to better protect our
staff and residents, and to ensure that we maintain necessary staffing levels
while the virus is surging. We look forward to resuming normal operations as
soon as public health conditions are conducive.
