Yes, Andy, I did read your post all the way through. Thank you very much for 
your clarifications. And I very much wish I could come and vote yes, but the 
way our town votes are done does disenfranchise those who are unable to vote in 
person. (I, unfortunately, will be out of town on the appointed date.)

I have heard promises for an updated senior/community center for all the years 
I’ve lived in Lincoln. I voted for the school project with the assurance that 
the community center would come next. I am now 76 and losing hope that I will 
see it in my lifetime.

Please vote for the planning funds to at least keep the hope alive.

But the CCBC has described in rather copious detail exactly what they intend to develop.  I’m not sure why someone would vote “yes” believing that they will design materially different.  What is generally assumed is that they will develop the two existing concepts.  ## I believe it is generally assumed because they’ve explicitly stated that is what they intend to do. The committee could add in stipulations, though they are not bound to in any way to do so.  ## Agreed - but they do not wish to add in stipulations, and have said so.  To be absolutely clear here, and with complete deference to the CCBC… they believe that these issues have already been studied comprehensively, that the needs and scope is well understood, and that these designs are the answer.  And we are voting to pay professional service providers to start working up plans to build these designs.  I think it’s very reasonable to assume that’s exactly what they’re going to do.  2) The presumption is that an analysis of needs has already been completed, is sufficient, and has weighed alternatives. If you show up asking a service provider to develop two plans you’ve studied for 10 years, they’re going to do that.  I think if you vote yes, that’s what you should expect to happen.  If you feel we need a fundamentally new set of alternatives and a new needs analysis, that takes into account current economic and fiscal circumstances as well as future town capital needs, you should vote no.  That is not going to be the output of this project.

Littleton is working on a spacious 2 story senior center with lots of
office space, activity and other dedicated rooms, dining hall etc. etc for
 under 15 Million .  Im Not sure if that cost includes site work such as
parking and utilities shown in renderings.  But something similar could fit
somewhere in Lincoln like Hartwell.  --

Planning processes for building projects across the state (and, I assume,
across the country) have had to add flexibility due to conditions. As has
been pointed out, the wording of the warrant article anticipates that need
to be flexible to accommodate changing construction costs as well as
considering all the input the committee is receiving.

[LincolnTalk] The meaning of community

On a beautiful days in early November, I had an appointment in Harvard Square 
and stopped for coffee at the Smith Campus Center (formerly the Holyoke 
Center). The plaza in front that faces Mass Avenue has always been well used by 
a great variety of people—from Harvard students to Cambridge residents to 
visitors from near and far; and I have always enjoyed spending time there, 
sometimes just idly watching the passing parade. But on that Thursday, I looked 
at the plaza and the sidewalk in front of it in a different way because of the 
LincolnTalk discussion about the building of a community center. I saw people 
on their laptops pausing to chat for a minute or two with someone who stopped 
by. Other people were talking seriously or cheerfully with friends and often 
with strangers at the next table. People of different generations were playing 
chess. All around the plaza and even on the street, there was a subtle, but 
palpable, sense of community.

I thought about what a community center would contribute to the well-being of 
Lincoln residents of all ages and situations. Those of us who are primarily 
connected to the town through the Council on Aging and Human Services will 
inevitably become more connected to the schools and the students. Other adults 
who are focused on school activities and those whose children have gone on to 
high school may fall into conversation with strangers whose ideas are 
enlightening or annoying, both part of building and maintaining a strong 
community. Parks and Rec will have space to engage Lincolnites of all ages in 
old and new activities.

For me, a building, no matter how well planned, is just bricks and mortar until 
it is inhabited. Once people bring it to life, a building becomes something no 
one could have entirely anticipated; before long, people start to wonder how 
they lived without it. 

Those of us who are familiar with the space constraints in town know how much 
we need more space for both administration and activities. Scattering 
activities around town is often difficult or impossible to arrange. A 
centralized community space makes it possible to manage activities creatively, 
and the Community Center Building Committee has made this case very well. Yes, 
building the Community Center will raise everyone’s taxes though probably not 
as much some people imagine. But this investment in the future will be well 
worth it if it makes Lincoln an even better place to live and thrive.--

[LincolnTalk] LPS Supt Screening Committee Named

The Lincoln School Committee approved the members of the superintendent search 
screening committee at its meeting on Thursday, November 17. All Lincoln 
residents, parents of students attending either the Lincoln or Hanscom schools, 
and faculty and staff were invited to submit a letter of interest to serve on 
the screening committee.  Over 30 people submitted letters of interest, and 15 
were seated. Those who expressed interest in volunteering represent a wealth of 
experience and skill, making the selection process extremely difficult.  The 
School Committee is grateful to all applicants for their willingness to 
dedicate their time to the Lincoln Public Schools. 

The goal in choosing members for the Superintendent Screening Committee was to 
reflect as many different voices of our school and community as possible while 
maintaining a size that makes the work manageable and effective.  The outcomes 
from the community surveys and focus groups as outlined in the Superintendent 
Profile Report 

 prepared by the Collins Center also informed our decisions.  

The screening committee represents all levels of the district from Early 
Education through Middle School, as well as both the Lincoln and Hanscom 
campuses.  It includes representation from the teachers union and faculty, a 
principal, two central office administrators, including the district’s AIDE 
coordinator, and a Hanscom AFB delegate.  Those on the committee also include 8 
members with children in the schools; individuals with experience in racial 
equity, deeper learning and our district’s portrait of a learner, town 
government, school buildings, special education, english language learners, 
gifted students, military families, after-school programs, and other community 
and parent organizations including the Lincoln School Foundation and 
Lincoln-METCO Parent Board.  The committee includes many people who are 
self-professed listeners, who want to find ways to honor different people’s 
views concurrently as they search for our new educational leader.

The screening committee will review all applications for the position of 
superintendent, interview those who are most qualified, and recommend 3-4 
finalists to the School Committee.  In accordance with open meeting law, the 
screening committee will conduct its review of resumes and initial interviews 
in executive session to maintain the confidentiality of applicants.  Our 
consultant Dr. Brackett from the Collins Center at UMass Boston will facilitate 
the screening committee meetings.  The process will run from November 29th 
through early January, and we expect finalists to be named by January 12.  When 
the screening committee presents the names of finalists to the School 
Committee, the process will become public, and the School Committee will 
conduct interviews with each of the finalists in open session.  It is expected 
that the finalists will visit the schools during the week of January 23rd, 2023 
and the community will have the opportunity to meet each candidate and provide 
a feedback form to the School Committee in advance of the final interviews and 
hiring decision.

As I explained to you very directly when we met in person, and in
my followup emails, your analyses use a non-Hanscom Lincoln population
number that's significantly lower than actual.

With an assumption that's ~15-20% too low, all of your Lincoln per-capita
data will be ~15-20% artificially high.  It's my understanding that
others have given you this direct & specific feedback as well.

We are all very mindful of our tax burden, and we all know each household
has different financial circumstances.  That's why we have open town
meeting, and why the Commonwealth saw fit to implement a super-majority
(2/3rds) requirement for key financial votes (exclusions, etc.).  Whatever
our tax burden is (or becomes), it's one that is/was supported by the
(super) majority of residents.

I hope you continue to share constructive comments and criticisms.  BUT,
when you post a fundamentally flawed analysis *after* having your incorrect
assumptions noted, you force private criticism into this public forum.

I thought we had already settled this population debate. As I explained to
you in my last email, I believe your population numbers are inaccurate. My
population numbers come from the US Census Bureau, specifically the Annual
Community Survey.

Here is the population number from Lincoln, inclusive of Hanscom AFB
(6,868)

Here is the population number for Hanscom AFB, (2,119)
https://censusreporter.org/profiles/16000US2528425-hanscom-afb-ma/

All of the Hanscom residents live in Lincoln, with the exception of a small
barrack located at 75 Grenier St, Bedford. *I called the Bedford Town Clerk
to confirm this. There are 7 Bedford registered residents living in that
address.*

 6,868 - (2,119 - 7) = 4,756 Lincoln residents exclusive of Hanscom

The numbers you quoted in our conversation come from our Town voter
registration, and as I have already explained to you, the methodology used
is not consistent and probably undercounts Hanscom residents as the Town
clerk herself acknowledged to Peter Buchthal when he visited her.

I stand by my analysis and believe it provides an accurate picture.
