The Department of Education has conducted research that bolsters the case
that our small class sizes should be reevaluated when our new
Superintendent becomes the CEO of our district.



The paper you cited (from 2012) should be compared with the more recent
2017 Massachusetts Secretary of Education policy brief provided as a
resource to all districts in the Commonwealth.  This 2017 Massachusetts
Class Size and Policy Brief
 was
written by Amy Ellen Schwartz
,
the current dean of the Biden School of Public Policy at the University of
Delaware. In short, this brief supports larger classes, stating that
“reducing class size can have unanticipated negative impacts on average
teacher quality” and that “most modern studies” on class size “show much
smaller impacts than the STAR experiment or no effects at all.”

What’s more, smaller classes require more teachers and perhaps
surprisingly, teachers are becoming increasingly hard to find for our
school. The Lincoln Middle School had a difficult time staffing a class.
They ended up promoting someone internally without any relevant education
or teaching experience. Until we pay more, we may continue to have
difficulties finding teachers.



I haven't done much research at our peer school districts besides our
neighbor Weston.  To be sure, their average class sizes are larger than
ours, and their test results are  superior when compared to Lincoln.

Do you have a dog crate I can borrow? I volunteer for a dog rescue and am
transporting 9 puppies on Saturday morning. I am looking to borrow 1-2 dog
crates that are under 42" so they can fit in my Subaru Outback. The crates
I was going to use turned out to be too big.

I will need your crate on Saturday morning and then again on Monday
afternoon (can return in the interim). I'm happy to come to you to pick up
and drop off.

Fellow town residents,

 

Here is my reply to David Cueto’s request for comment on his discussion of HCA 
and taxes. 

 

I think he has laid out a very detailed and comprehensive analysis.  His 
conclusions make sense just based on simple logic: 

 

First, new housing will bring new residents, and the town will have to provide 
services for them.  The services the town provides (mostly education, as you 
point out) will cost about the same for each housing unit.  Second, new, 
high-density housing units will be smaller than the average home in Lincoln, 
and will be assessed at lower-than-average valuations.  So these units will pay 
lower taxes than the average home.  Third, since the new units will pay 
lower-than-average taxes for the same services as everyone else, tax rates will 
have to rise to make up the difference.  Those higher rates will apply to 
everyone. 

 

So one consequence of complying with the HCA will be higher real estate taxes 
for everyone.  

 

As I have said, I think we should try to comply with HCA.  But by “try” I mean 
we should do our homework and determine in detail exactly where any new 
HCA-compliant zoning could be located, and what impacts it would have for the 
town, including expenses.  I believe the HCA law, although it may have been 
based on good intentions, is very arbitrary and inappropriate for a small town 
like Lincoln.  So I would have no problem being creative in crafting zoning 
rules that move us toward our goal of more affordable housing and comply with 
the letter of HCA, but at the same time try to minimize negative consequences 
for the town.  

 

The town can decide, via Town Meeting, if we want to comply with HCA, and if 
so, what sacrifices we are willing to make in order to do so, and whether the 
associated changes to the town’s environment are the direction we want to go.

The town faces an important decision as it confronts the Housing Choice Act 
(HCA). While the law tries to address a real housing shortage problem in the 
Greater Boston area, its one-size-fits-all character could cause serious 
undesirable consequences for small communities such as ours. I know there is 
much expertise in town regarding infrastructure issues (water, sewage, roads, 
etc.) we will need to investigate as we decide our stance, but given the 
Planning Board election and Town Meeting ahead of us, I would like to shed some 
light on the financial aspect

 

It is important for residents to understand that the town is mostly 
self-reliant when it comes to its finances. If we look at the current fiscal 
year’s budget, 95% of our revenue comes from our own funds, and only 5% from 
the Commonwealth. While the laws are dictated by the State, if we decide to be 
compliant, the financial burden would be shouldered by local taxpayers.

 

When looking at our budget, we need to separate fixed and variable costs. By 
far the biggest variable cost any Massachusetts town has is education. The cost 
of educating a high-school student is very straightforward. Our annual bill 
from Lincoln-Sudbury is derived from a linear formula tied to our enrollment 
and comes up to a bit over $23,000 per student. The cost of educating an 
additional student at the Lincoln Public School is a bit more difficult to 
derive, but we can make some reasonable estimation if we split the cost 
structure between fixed and variable. While small fluctuations in student count 
can be absorbed without changes in the cost structure (e.g. teachers), the 
magnitude of the potential student population increase ­required to be 
compliant with HCA cannot.

 

Adding up town appropriations and state grants, the FY23 budget is just over 
$30,000 per LPS student, not including debt service costs tied to the school 
building. Less than 3% of those funds come from state grants tied to our 
student enrollment. Approximately 78% of those costs consist of personnel 
expenses (including benefits). There are 128 FTEs working in our school. 
Looking at the school’s budget detailed FTE table, we can easily see that the 
vast majority of those FTEs (110 out of 128 by my count) are teachers, content 
specialists, teacher assistants and tutors, which would by necessity grow if we 
added hundreds of students to our student body like compliance with HCA would 
require. If we assume that those personnel costs would grow at the same pace as 
enrollment, and also assume that 30% of non-personnel costs are variable in 
nature, we get an incremental ~$22,000 per LPS student, net of state grants.

 

As to other town expenses (General Government, Public Safety, Public Works, 
Human Services, Culture & Recreation and the rest of Pension & Insurance), I 
assume 30% are variable and tied to our population. We can

Hello All,

We look forward to seeing you tomorrow at Lincoln Town Meeting
, and I wanted
to share our public health protocols in advance:

   - *If you have access to a COVID Test, please test yourself before you
   come* - We expect a good size crowd and that will help tamp down the
   possibility of transmission.  *Free tests are available *at the Select
   Board Office and Bemis Hall until 4pm today, and at the Public Safety
   dispatch window around the clock!


   - *Masks are not required in the auditorium* although we do
   recommend them for anyone in a high-risk category.


   - *The Reed Gym will be available for masked and socially distanced
   viewing*.  You will be able to fully participate from this space: watch,
   listen, speak, vote.


   - We will have *free test kits available* for participants to take home.

The entrance to the meeting is closest to the Reed Field House, where we
have reserved parking for handicap and mobility impaired residents.  Doors
will open to the public at 8:30AM and the meeting will begin promptly at
9:30AM.

Coffee and treats will be provided by the Lincoln Girl Scouts and lunch is
being provided in the new dining commons by Twisted Tree Cafe.

The meeting will be broadcast (for viewing only) on your local Cable TV
channel as well as on the Town Website

I realize it's "moderator's church, moderator's rules", but I would ask the
moderators to consider indulging a *little *back and forth (moderate and
respectful, of course) leading up to Town Meeting.

We have found over the years that hashing on lincoln-talk tends to make TM
debates on the topics less down-in-the-weeds.  In other words, some
tolerated messiness on lincoln-talk makes town meetings run better.

Residents can press "skip" or "mute" on their email inbox, but they can't
do that at Town Meeting.  (When someone finally invents that technology for
an in-person town meeting, it will be a game changer.)

Said a different way, ~44% of the kids who left last year did so for
private school.

I looked through school committee archives, and previous enrollment reports
for 2018-2021 do not include this same table, but the one for 2017 does.
I've copied the original table from 2017 below, and created a comparison
for the 2 years where data is available.

I have been curious about something regarding the Town Meeting process
itself:

Is it possible for Town Meeting to occur over two weekends?

*First Weekend: *Reserved for presentation of materials, debate,
amendments, discussion, listening to your neighbors and peers and then
adjourned (without vote, except for those related to amendments),

*In-Between Week:* Meeting posted online for town citizens who could not
attend to view recording

*Second Weekend: *Gather to vote only, no further amendments allowed.

I believe that NH has specific laws that allow this, but I didn't see
anything in MA General Laws that would preclude it (though, admittingly,
it's a dense read).  MAGL does allow the moderator to adjourn a meeting
without completion to be concluded at a future date.  I know we try to do
some of this with the committees doing all of the pre-meetings in the hopes
that questions get addressed prior to Town Meeting, but it seems,
especially for discussion, that a lot of folks still want to make comments
for the wider audience to consider.  I was just thinking of ways to be able
to include more people, with busy schedules, to hear disccussion/debate on
their own time, and vote for issues that impact them.

I was just curious if the moderator or anyone else has dug deeper than I
have to see if this type of organization is permitted.

Three Administrators Selected as Public Finalists for Superintendent/Principal 
Post

The Lincoln Sudbury Regional School District unanimously approved a slate of 
three local educational leaders as candidates for the position of 
Superintendent/Principal.  The school committee took its vote after receiving a 
report and recommendations from its 11 Member Initial Screening and Interview 
Committee. 

The candidates are (in alphabetical Order) Jamie Chisum, principal of Wellesley 
High School, Allyson Mizoguchi, principal of Wayland High School, and Andrew 
Stephens, Principal of Lexington High School.

“We were fortunate to have a great pool of applicants and a very hard working 
search committee,” said School Committee member Kevin Matthews who chaired the 
screening panel.  “Each is an experienced building leader and school 
administrator.”

The school committee reviewed next steps in the process that will include 
candidates spending a day at L-S High School, meeting with faculty, students, 
families, and community members right through the evening session.   The 
candidates will follow up with a formal public interview with the school 
committee. “This process owes a lot to our hard working faculty and community 
members who spent several evenings and many hours reviewing application 
packages,” said School Committee Chair, Heather Cowap.


BRIEF BIOS OF SUPERINTENDENT/PRINCIPAL CANDIDATES

Jamie Chisum is currently in his ninth year as Wellesley High School Principal. 
 After an initial teaching assignment in Pittsfield, Chisum taught English at 
Wellesley for seven years before moving into an interim middle school 
principalship and the position of Assistant Principal before taking the 
leadership of the high school.  The Berkshire County native earned his 
Bachelor’s Degree in Philosophy and English Literature from Brandeis, a Masters 
of Secondary English Education at UMASS-Amherst, and a Doctorate in Educational 
Leadership from  Boston College. He is licensed as a Superintendent/Assistant 
Superintendent by the MA Department of Elementary and Secondary Education.

Allyson Mizoguchi is now in her ninth years as Principal of Wayland High 
School, having been the Assistant Principal from 2003-2014.  She began her 
career as an English teacher in Brookline and Wayland. Dr. Mizoguchi earned a 
Bachelor’s Degree from Stanford University, a Master’s Degree in Education from 
Harvard, and an Ed.D. from the Lynch School of Education at Boston College.  
She maintained a link to BC by leading an On-Line course on “Family and 
Community Engagement” in the Education Leadership and Policy Program.  She 
holds an active license for the Superintendency and Principalship from the MA 
Department of Elementary and Secondary Education.

Andrew Stephens joined the Lexington Public Schools as the high school 
principal.  Prior to that he spent 10 years as Principal of Duxbury High School 
and four years heading Hull High School.  He began his career as a history 
teacher in Vermont before returning to Massachusetts where he taught for three 
years at Newton North High School spent another three as an Assistant 
Housemaster.  Stephens is a graduate of Colgate University where he obtained a 
B.A. in History, and Johnson State College in Vermont where he got his Master’s 
Degree in Education. He obtained a Certificate of Advanced Educational Studies 
from Boston College and an Ed.D. from Northeastern.  He is licensed as a 
superintendent and principal by the MA Department of Elementary and  Secondary 
Education.

the Housing Choice Act (HCA) of the State of Massachusetts.It is not mandatory 
to do so. However, the Attorney General recently let it beknown that she 
expects it to be mandatory and that Towns that do not complywill be penalized. 
That may not be able to happen by law. Nevertheless, I thinkwe should try very 
hard and work together as a Planning Board in collaborationwith the Selects 
committee on the HCA, ANDYOU, to find creative ways to comply that will not 
change the environmentof Lincoln that we all love. We must not put our current 
residents inmultifamily housing in that 1/2 mile radius around the station area 
at risk oflosing their homes or the beautiful surrounding wooded areas to new 
development. 

We also have to look carefully at the Town infrastructurethat needs to be in 
place for new development to occur in any area--ie forsewage, roads for 
increased traffic, emergency response etc. AND the total costof new development 
to the taxpayers.  

LASTLY, non-compliance is still an option. As a PlanningBoard, we will need to 
present to the Town residents carefully researcheddata to show whether or not 
zoning changes would ultimately lead to irreversiblelong-term changes to the 
peaceful, environmentally beautiful town that weenjoy. If it would, then we 
should absolutely NOT comply with the HCA. We owe thiscareful and thoughtful 
planning to future generations of residents. After all,our current zoning 
allows us to have such a unique natural environment becauseof the careful 
thinking of those Lincoln resident Planning Board leaders whocame before us 
many years ago. 

I am asking for your vote so that I can continue torepresent you by working 
with my Planning Board colleagues to discuss the pro’sand con’s of new zoning 
that would comply with the HCA. I am open to findingcreative proposals that are 
compliant with the HCA, but will only do that if wecan preserve the environment 
that we so love about Lincoln, and if the planningis done by listening and 
acting on YOUR concerns, as I have in the past.

There are other issues that affect the Town as well. Theexpansion of Hanscom 
Field is one that I am strongly against for many reasons,all of which I think 
most of us are unified around—the pollution, the noise andmore. A proposal will 
be presented to expand the Commons as well, somethingthat could have tremendous 
negative impact on those who currently live there,and I will loudly speak out 
about.

As a Planning Board member, I have a track record of continuingto speak out in 
favor of residents in order to protect their quality of life. Ihave done this 
countless times, even when no one else but me speaks out forthem. A few 
examples are that I spoke out against rezoning the South Lincolnstation area 
without consideration of the people who live there. I also spokeout against the 
establishment of a residential treatment home for borderlinepersonality 
disorder that was being “sold” to us erroneously as an educationalinstitution, 
and I spoke out against the Minuteman HS with its high tower Ithought 
unnecessary and then its athletic field with lighting I thoughtexcessive for 
the neighborhood. I also worked hard on the marijuana studycommittee to keep 
its production and sales out of Lincoln and away from ourchildren, knowing the 
psychiatric consequences. Thus I have a record ofrepresenting the residents of 
each neighborhood in any controversy thatinterferes with their wellbeing. Going 
forward, I will fight against expansionof Hanscom Field, expansion of the 
Commons and any changes in zoning that putany current Lincoln residents at risk 
of losing their homes, as well as anyother issue that arises.

We owe it to the town, its residents, and future residentsto do our homework, 
to provide balanced information for solid decision-making, andnot rush into 
decisions that will be difficult to reverse. We need to take timeto understand 
what the people who now live in Lincoln would like to have as a townfor future 
generations of residents. If you agree, then please vote for me in theMarch 27 
election.

[LincolnTalk] Class Sizes Does Matter

I would like to push back against recent claims that smaller classes do not
improve outcomes.  A recent study in a top journal (implying the study was
highly scrutinized and passed) shows that exogenous changes in class size
have meaningful impacts on a variety of long run outcomes.  Smaller class
sizes are found to be better, and pass some notion of a cost benefit
analysis.

While I fully agree with the notion that we should look hard at how to
improve the outcomes of our students (both for parents and because better
schools = higher property values), larger classes seem to hinder that
effort.
