Re: [LincolnTalk] Town Meeting Moments

2023-12-20 Thread Sara Mattes
Let me remind all that the TM was packed for that vote, and the proponents for
funding could not reach a 2/3 majority…the outcome was hardly the outcome of
the work of a small number “vocal minority” at a Town Meeting where “a few
people showed up.”
There were suggestions that the Fire Department needed to eb called because the
room was so packed!
Perhaps we need a deep dive to understand how that process went awry?
We have yet to do that and that lack of understanding has haunted us ever since.

If we teased it apart, we discover some inconvenient very complicated truths
and hopefully, it might clear the air.

Re: [LincolnTalk] HCA revolt in Milton

2023-12-20 Thread ٍSarah Postlethwait
Absolutely no one is refusing to accept that Option C won at the December
town meeting. That is an absurd claim.

People are, however, questioning the entire town meeting process and the
ability for a few people to have such a weighted effect on how the votes
will turn out.

Did you know that only 13% of registered voters casted a ballot in the
second CCBC vote and HCA vote? (CCBC was the first topic and the HCA was
the last for those who didn’t attend).

The March town election had a 24% voter turn out, and the last presidential
election had an 86% voter turn out.
Obviously the citizens of this town want to participate- but sitting
through an 8 hour town meeting isn’t something most are able to do.
Especially if they don’t even have a chance of having their voice heard
after waiting for hours at town meeting.

People are also still not convinced that option C is the best option for
Lincoln and are considering voting NO in March- particularly since the
accompanying bylaws have not been released yet.

This is still an important and ongoing conversation, and the citizens of
Lincoln really need to pay attention to the details of one of the biggest
rezoning laws being proposed in Lincoln in decades.

I have lived in Lincoln for only 30 years.  The New England town meeting is the
purest form of democracy that exists today and I treasure it.  Convenience
should not be the overriding  goal of government.
In my opinion the issues can’t be very important to you if it isn’t worth your
time to show up and listen to your neighbors and then vote taking into account
the discussion.  These meetings are announced far in advance.  No one had to
hitch a horse and wagon to go through snowy dirt roads to get there (as used to

appointments, holidays, religious assemblies etc. and  showing up at a meeting
in your own town is not an outrageous ask or burden.
The right to vote is a right but also a privilege.
If our system of government is offensive to you then I am sorry you moved to
the wrong town.
There is a simple solution.  You can always vote with your feet.
There are 23 homes listed for sale in Milton.
Please stop maligning a system of government that has worked well for
centuries.  It may be that new technology (clickers) can expedite the voting at
the meeting but the exchange of views and ideas in person at the meeting and
before the vote is the essential component of the town meeting
Lincoln talk is not a substitute for the town meeting
So again, we had a duly called and held town meeting at which Option C was duly
adopted after a motion duly made and seconded as voted by over a majority of
those who cared enough to devote their time to listening and exchanging views
and then voting.
I am honestly shocked at the idea that we are to change our system of
government to make it more convenient for a few with busy schedules
Ok, let the firestorm proceed!

2023-12-20 Thread Leslie Turek
As I recall, that vote wasn't at a town meeting, it was through the voting
process afterward. Where the people voting didn't approve of the design
that was being presented, and perhaps didn't fully understand the
implication that rejecting the design would also reject the state funding.

Re: [LincolnTalk] Speaking time at town meeting

2023-12-20 Thread Bijoy Misra
I agree that the town meeting format needs change. Individual expression
in the meeting
was necessary when the meeting was the only forum. I would think that
information
tables can be set up by individuals or groups to disseminate a point of
view. It should be
open and all voices should be heard. The tables can be open for two hours.
The ballots should be electronic. We must conserve time

[LincolnTalk] Fwd: HCA revolt in Milton

I may be wrong (as usual) but the refusal of the opponents to Option C to
accept that Option C was duly passed at a duly called and held town meeting
is eerily similar to those who still claim Biden did not win the duly held
2020 election

I have lived in Lincoln for only 30 years. The New England town meeting is
the purest form of democracy that exists today and I treasure it.
Convenience should not be the overriding goal of government.

In my opinion the issues can’t be very important to you if it isn’t worth
your time to show up and listen to your neighbors and then vote taking into
account the discussion. These meetings are announced far in advance. No
one had to hitch a horse and wagon to go through snowy dirt roads to get
there (as used to be the case). Except for the truly bedridden everyone
makes time for Dr appointments, holidays, religious assemblies etc. and
showing up at a meeting in your own town is not an outrageous ask or
burden.

The right to vote is a right but also a privilege.

If our system of government is offensive to you then I am sorry you moved
to the wrong town.

There is a simple solution. You can always vote with your feet.

There are 23 homes listed for sale in Milton.

Please stop maligning a system of government that has worked well for
centuries. It may be that new technology (clickers) can expedite the
voting at the meeting but the exchange of views and ideas in person at the
meeting and before the vote is the essential component of the town meeting

Lincoln talk is not a substitute for the town meeting

So again, we had a duly called and held town meeting at which Option C was
duly adopted after a motion duly made and seconded as voted by over a
majority of those who cared enough to devote their time to listening and
exchanging views and then voting.

I am honestly shocked at the idea that we are to change our system of
government to make it more convenient for a few with busy schedules

Ok, let the firestorm proceed!

Sara,

I think the answer is right there in the Charity Navigator report that
you linked:

Financial Metrics
Full Credit

Partial Credit

No Credit
Liabilities to Assets: Ratio - 70.52%0 out of 15 points

The Liabilities to Assets Ratio is determined by Total Liabilities divided
by Total Assets (most recent IRS Form 990). This ratio is an indicator of
an organization's solvency and/or long-term sustainability.

Almost all power outages are caused by falling trees. The best way to
prevent these is to cut all the trees that are near power lines. However,
people in Lincoln want to protect our trees, so it becomes a balance
between protecting trees and protecting power lines. The power companies
know how to inspect the lines and can identify nearby trees that may cause
 a problem.

Then it is basically one or the other: save the trees or save the power.

I expect the company listens to local opinion and chooses a level of
trimming based on that. It should really be a town decision how to balance
tree trimming vs risk of power loss. If the BOS sent a letter to Eversource
asking for more or less trimming, it would probably have an effect.

I have a couple of small UPS (Uninterruptible Power Supply) units.
These are basically small battery backup units that look like a giant plug
strip. I use them on my internet service and computers to provide a half
hour of backup power. This means nothing has to be shut down or reset
during one of the common 10 second outages. A UPS can also be used to
recharge phones, but I’ve got a large battery in the garage that can be
 used to recharge phones.

Someone should create a device to convert power from lawn-mower
batteries into something useful in emergencies. I keep a couple of those
 around.

[LincolnTalk] HCA revolt in Milton

2023-12-20 Thread tom
In yesterday’s Globe, a story on how residents of Milton have enough
signatures to force a town wide ballot question on HCA.

The link is below.
If it’s behind a pay wall for you, essentially:
“We’re very pleased with the energy around this effort,” Swenson said.
The goal of the drive is to force a vote, defeat the zoning article, and
put town officials back to work to develop a consensus zoning plan that
can earn wider support.

https://www.bostonglobe.com/2023/12/19/metro/milton-state-housing-law/

Other towns have done similarly, some opting out, others suing the
state.

Also:
I have yet to hear an answer as to why our housing numbers are lumped
into those of an Air Force base and why we have not attempted to change
that?

Regarding town meeting voting. It’s inexcusable, not to mention
disrespectful, to residents and a major reason that those with families
cannot/do not attend, for a single vote to take an hour and a half of
waiting.

I would also suggest that large three or four story condo buildings and
hundreds of additional cars is a radical change to our town.

Re: [LincolnTalk] Town Meeting- Big Picture

2023-12-20 Thread Virginia Goodwin
I believe the proposal is to vote after, not in advance. So any floor
amendments would already have been established.

In my mind, the pinnacle of "democracy" is the vote. Not floor amendments,
not getting to speak your 2 minute pithy statement (which actually is quite
limiting, because how many 2 minute statements can people really sit
through? Very few individuals, in proportion to the total electorate, can
even be heard in the open comment period). The vote is what gets counted,
and ultimately what decides the issues. Therefore, we should not erect
artificial barriers to allowing as many voters as possible to get their
votes in.

It's fine to have the open comment period, but we should expand access to
the vote, so that it is not dependent upon physically being in the building
at the exact right moment, which is not published in advance. Voting should
be scheduled, across a range of times so that as many people as possible
can all have their voices heard *in the way that gets counted*, even people
who, through scheduling conflicts or physical limitations or whatever,
can't physically be in the building all day.

[LincolnTalk] Town Meeting- Big Picture

All,The point of Town Meeting format is to allow  binding amendments from the floor ( you and me) and to hear oral arguments that may introduce new facts and ideas. While it might often seem all is already known - some may have a crystal ball- I, for one, benefit from hearing good questions and others opinions.Returning to the amendment- inviting any and all in directly shaping the actual warrant, on the floor, during town meeting is an amazing democratic offering. How can you vote in advance if you don’t know what is being voted on?This does not speak to how the meeting is conducted, only the importance of being there.Sent from my iPadOn Dec 20, 2023, at 9:08 AM, Adam M Hogue wrote:Paul 100% agreed.  Also, especially in Lincoln things do not just appear at town meeting we have dozens of meetings and forums before hand so if you have a major opinion or want something changed those are the times to do it.  This is why I support we vote as soon as possible or do ballot votes we should come to town meeting having already flushed out the issues. Adam M HogueCell: (978) 828-6184On Dec 20, 2023, at 8:53 AM, Paul Rice via Lincoln wrote:The 2 minute limit for speakers at town meeting has raised some questions. People would stand and speak for 10 minutes or more often totally off subject so most people would give up and just call the vote so they could go home or leave before the vote. At this meeting I counted 20+ people at the mikes in the auditorium, also some more were in the gym. At 2 minutes giving some time between speakers this would take close to an hour. At 3 minutes it could be 1 1/2 hours. If we are to accomplish the town’s business it important that the meeting proceeds at a reasonable rate so people stay and vote. If you are familiar with the warrant article prior to attending the meeting it should be possible to prepare a statement that is short, clear and takes only 2 minutes. If you have major points to make you should consider asking for a place on the agenda to present a rebuttal. Sorry this ran so long, I usually try to keep things short and to the point. [LincolnTalk] Speaking time at town meeting

Re: [LincolnTalk] Outage Map | Eversource

2023-12-20 Thread Debra Daugherty
We had no significant outage of electricity in Battle Road Farm. Of course,
our electric lines are underground.

My daughter and I enjoy the three or four times a year we have to be in a
hotel for multiple nights.

Would be nice however to create a fund - preferably from those who wish to
save the trees, to offset the nightly hotel expenses.

I’m happy to set that fund in motion. Thanks in advance

Re: [LincolnTalk] Outage Map | Eversource

2023-12-20 Thread Christopher Eliot
Almost all power outages are caused by falling trees. The best way to prevent
these is to cut all the trees that are near power lines. However, people in
Lincoln want to protect our trees, so it becomes a balance between protecting
trees and protecting power lines. The power companies know how to inspect the
lines and can identify nearby trees that may cause a problem.

Then it is basically one or the other: save the trees or save the power.

I expect the company listens to local opinion and chooses a level of trimming
based on that. It should really be a town decision how to balance tree trimming
vs risk of power loss. If the BOS sent a letter to Eversource asking for more
or less trimming, it would probably have an effect.

I have a couple of small UPS (Uninterruptible Power Supply) units. These are
basically small battery backup units that look like a giant plug strip. I use
them on my internet service and computers to provide a half hour of backup
power. This means nothing has to be shut down or reset during one of the
common 10 second outages. A UPS can also be used to recharge phones, but I’ve
got a large battery in the garage that can be used to recharge phones.

Someone should create a device to convert power from lawn-mower batteries into
something useful in emergencies. I keep a couple of those around.
