Can anyone recommend someone to appraise our house for insurance purposes?
We are looking for an estimate of the replacement cost of the building.  

 

That is not the same thing as an estimate of selling price, which would be
provided by a real estate appraiser. 

 

Our insurance carrier would be willing to do an appraisal, but we are
looking for an independent opinion.

As Bob Domnitz points out in his email yesterday (see below), the Housing
Choice Act Working Group (HCAWG), together with the Planning Board, is set
to approve a single option for the town's response to the HCA at their
meeting on Tuesday.  That option concentrates all the rezoning for
high-density housing to the Lincoln Station neighborhood.  I believe it will
be a mistake and a disservice to the town to act so soon after their plan
was presented at SOTT last weekend, and to limit the town's choices so
severely at this point in time. 

 

Earlier this year, the HCAWG was considering three options, all of which
would have put some of the HCA-required rezoning at existing multi-family
developments in North Lincoln.  As Bob notes, the HCA allows the town
essentially to get credit for existing multi-family development by allowing
rezoning those areas to higher density, even though it's very unlikely they
will actually get redeveloped in the foreseeable future.  However, a recent
rule change by the state allowed counting the Mall within the HCA
requirements, so it became possible to put all the total rezoned area at
Lincoln Station. 

 

In the SOTT last Saturday, HCAWG presented three new options: one with all
the rezoning at Lincoln Station only, and another two which included some
rezoning at existing multi-family developments in North Lincoln, as before.
However, these two additional options had the SAME EXACT areas to be rezoned
near Lincoln Station as the first option, but included EXTRA rezoning in
North Lincoln, more than would be required by HCA.  Since these latter
options make very little sense, it was no surprise that the majority
sentiment expressed at SOTT was in favor of the first LS-only option. 

 

I urge everyone to consider the effects of putting all the HCA-required
high-density housing only at Lincoln Station.  I don't see any reason why
the town couldn't submit more than one plan to the state for approval,
including another option that that would meet HCA requirements with less
rezoned density near Lincoln Station together with some rezoning in North
Lincoln.  That would give the town time to consider the consequences of each
before any approval at Town Meeting. 

 

I urge you to get involved and make your voice heard by HCAWG and the
Planning Board before this Tuesday's meeting.

Working Group, I am concerned that the three options presented last Saturday

rubber-stamping the HCAWG's decision. And the HCAWG's decision will reflect
its embedded priorities that may differ from what town meeting would choose
if we are given more options. I therefore think it is crucial for the HCAWG
to submit several options to the state for advisory opinions prior to Town
Meeting. All options should be presented to Town Meeting for debate and
vote. 

 

 

I'd like to expand on some of the points made - and some of the points
omitted - by the presenters at last Saturday's SOTT meeting.

 

 

1. About 35% of the town's residences are currently multi-family (not
including Hanscom Field, see list below). Most folks are surprised when they
hear this. Lincoln has done an outstanding job allowing multi-family living
while maintaining our rural character. With full build-out under the HCA,
multi-family housing will approach 50% of the town's inventory.

 

 

2. State guidelines for the HCA provide a mechanism for towns to get credit
for existing multifamily housing. Towns are free to locate HCA-compliant
subdistricts in areas that currently have high residential density. These
subdistricts will help us meet our "quota," even though it is very unlikely
these areas will be redeveloped. 

 

 

3. An evaluation of the various options requires consideration of the
likelihood that redevelopment will actually occur. Existing condo
developments would require consent of the owners to redevelop, with the
particular procedures laid out in the condominiums' organizational
documents. If condo owners don't want redevelopment to happen, it won't
happen. Existing apartment buildings (e.g., Oriole Landing) owned by a
single entity would only require a decision by that entity and would depend
on their analysis of whether an increase in density would justify the cost
of redevelopment. On the other hand, rezoning single family homes on Codman
Road as shown in options A,B, and C from the HCAWG would likely result in

Here is my reply to David Cueto’s request for comment on his discussion of HCA 
and taxes. 

 

I think he has laid out a very detailed and comprehensive analysis.  His 
conclusions make sense just based on simple logic: 

 

First, new housing will bring new residents, and the town will have to provide 
services for them.  The services the town provides (mostly education, as you 
point out) will cost about the same for each housing unit.  Second, new, 
high-density housing units will be smaller than the average home in Lincoln, 
and will be assessed at lower-than-average valuations.  So these units will pay 
lower taxes than the average home.  Third, since the new units will pay 
lower-than-average taxes for the same services as everyone else, tax rates will 
have to rise to make up the difference.  Those higher rates will apply to 
everyone. 

 

So one consequence of complying with the HCA will be higher real estate taxes 
for everyone.  

 

As I have said, I think we should try to comply with HCA.  But by “try” I mean 
we should do our homework and determine in detail exactly where any new 
HCA-compliant zoning could be located, and what impacts it would have for the 
town, including expenses.  I believe the HCA law, although it may have been 
based on good intentions, is very arbitrary and inappropriate for a small town 
like Lincoln.  So I would have no problem being creative in crafting zoning 
rules that move us toward our goal of more affordable housing and comply with 
the letter of HCA, but at the same time try to minimize negative consequences 
for the town.  

 

The town can decide, via Town Meeting, if we want to comply with HCA, and if 
so, what sacrifices we are willing to make in order to do so, and whether the 
associated changes to the town’s environment are the direction we want to go.

The town faces an important decision as it confronts the Housing Choice Act 
(HCA). While the law tries to address a real housing shortage problem in the 
Greater Boston area, its one-size-fits-all character could cause serious 
undesirable consequences for small communities such as ours. I know there is 
much expertise in town regarding infrastructure issues (water, sewage, roads, 
etc.) we will need to investigate as we decide our stance, but given the 
Planning Board election and Town Meeting ahead of us, I would like to shed some 
light on the financial aspect

 

It is important for residents to understand that the town is mostly 
self-reliant when it comes to its finances. If we look at the current fiscal 
year’s budget, 95% of our revenue comes from our own funds, and only 5% from 
the Commonwealth. While the laws are dictated by the State, if we decide to be 
compliant, the financial burden would be shouldered by local taxpayers.

 

When looking at our budget, we need to separate fixed and variable costs. By 
far the biggest variable cost any Massachusetts town has is education. The cost 
of educating a high-school student is very straightforward. Our annual bill 
from Lincoln-Sudbury is derived from a linear formula tied to our enrollment 
and comes up to a bit over $23,000 per student. The cost of educating an 
additional student at the Lincoln Public School is a bit more difficult to 
derive, but we can make some reasonable estimation if we split the cost 
structure between fixed and variable. While small fluctuations in student count 
can be absorbed without changes in the cost structure (e.g. teachers), the 
magnitude of the potential student population increase ­required to be 
compliant with HCA cannot.

 

Adding up town appropriations and state grants, the FY23 budget is just over 
$30,000 per LPS student, not including debt service costs tied to the school 
building. Less than 3% of those funds come from state grants tied to our 
student enrollment. Approximately 78% of those costs consist of personnel 
expenses (including benefits). There are 128 FTEs working in our school. 
Looking at the school’s budget detailed FTE table, we can easily see that the 
vast majority of those FTEs (110 out of 128 by my count) are teachers, content 
specialists, teacher assistants and tutors, which would by necessity grow if we 
added hundreds of students to our student body like compliance with HCA would 
require. If we assume that those personnel costs would grow at the same pace as 
enrollment, and also assume that 30% of non-personnel costs are variable in 
nature, we get an incremental ~$22,000 per LPS student, net of state grants.

 

As to other town expenses (General Government, Public Safety, Public Works, 
Human Services, Culture & Recreation and the rest of Pension & Insurance), I

That’s an interesting question.  I see Lynn DeLisi has already responded to it. 
 I agree with Lynn in general, and here’s my two cents: 

 

The recently passed Housing Choice Act (HCA) mandates zoning changes near MBTA 
stations to allow much higher density housing.  However the law states that the 
penalty for non-compliance is simply the loss of access to some state funds.  
So compliance is really voluntary.  Our new Attorney General, Andrea Campbell, 
just announced that she will force compliance with the law.  However, I believe 
that such actions would exceed her authority, which is to enforce the law, not 
make it.  Unless the legislature changes the law, I would guess and hope that 
any enforcement attempt on her part would be shot down by the courts. 

 

That being said, I think we should do what we can to comply with the HCA.  It 
applies to the Lincoln Station neighborhood, which is where I live.  My 
understanding is that the state will allow some flexibility in how and where 
the new zoning could be implemented. I think we should try to find creative 
solutions that preserve the existing housing in that area, which is already 
some of the most diverse and affordable in town, while complying with the 
letter of the law.  

 

For example, it’s my understanding the that the RLF (owner of the Mall at 
Lincoln Station) may be considering options to redevelop the Mall to include 
mixed use space, including housing.   I think that kind of thing would be an 
ideal way to both provide increased traffic for businesses in the area, 
encourage use of the commuter rail, and support the RLF, as well as comply with 
the HCA.  

 

If I am elected, I will do my best to find such creative solutions, always in 
consultation with my neighbors near Lincoln Station, as well as the rest of the 
town.  I will only support approaches that a rational, real-world analysis 
shows will likely achieve their goals and benefit the town. 

 

I might also point out that the HCA’s one-size-fits-all approach to promoting 
high density housing ignores the fact that, here in Lincoln, about 35% of our 
housing units are already multi-family (not counting Hanscom).  So it’s not 
like we are NIMBY’s trying to keep out the masses.

roof in May.  They were efficient, friendly, fast, showed up when they said 
they would, and did a nice job.  They cleaned up everything before they left.

[LincolnTalk] Poor experience with Windriver Environmental septic

I have previously recommended Windriver Environmental in Marlborough for
septic services.  We have used them for many years, and they have always
been reliable, competent, and reasonably priced.  However, that was not the
case with the most recent tank pumping. 

 

They did not show up for two consecutive appointments to pump the tank.
After several phone calls, they did show up the third time-to the wrong
location.  Judging by the photos in their report, they pumped a tank at the
buildings behind us. 

 

When I notified them of this fact, they said a supervisor would call.  That
never happened.  After several more calls to them, I was finally able to get
them to come and pump our tank. 

 

I don't know what their problem is, but it's too bad.  We won't be using
them again.

No, the old stickers should be replaced with new ones.  I got a stern 
talking-to by the gentleman at the entrance checking stickers before he allowed 
me in.  He was very friendly, though.

the dentist was not great. He refused to even touch a filling that needed to be 
crowned. A friend who went there for years, later needed major dental work.  I 
love Dr. Paul Kang at Sudbury Dental (NOT to be confused with Sudbury Dental 
Excellence). I was referred to him by 2 friends who also love him. He is 
thorough, gentle, while not cheap, fair - for the work he does. He has 
excellent hygienists who (although cost more) are much more thorough than the 
hygienist I had at Icon. 

It’s worth the extra money to have things done right.
