I don't know what your CIB xml config looks like but, if you're forcing collocation within a group, you may want to try using the drbbdisk RA provided by heartbeat instead of the drbd CRM OCF script. You cannot use drbd in heartbeat the way you configured it. Please refer to http://wiki.linux-ha.org/DRBD/HowTov2 and (if that wasn't made clear enough on the page) make sure the first thing you do is upgrade your cluster software.
