Not sure if libcuda.so.1 should be an exception or not, it is again quite a special case... In any case, nvidia-cuda-toolkit already contains: %define _requires_exceptions libcuda.so.1\\|python(abi) My first guess would be that it doesn't work since it is in the middle of the package definition, and it should be either moved to the beginning of the .spec file or made %global.
