This type of question comes up other times, and really this applies to the same case. Which is to say, yes, we run spam filtering on these types of addresses, same as we do for postmaster@ or abuse@. These addresses are heavily spammed, disabling the spam filter isn't a good idea. That said, it is true that dmarc reports at least should be in a certain format according to the spec, so we can do a better job with properly formatted messages. I've filed a bug for that. From massive amounts of observation, I'm quite confident in saying that the rejection message in question is based on content filters and not IP reputation. All day long we see rejections like this when users try to forward spam or try to forward email from certain domains (Facebook, eBay, PayPal), and then they accept another message from the same IP within the same minute. I've seen no indication that this message has any other meaning than what it directly states. So far I've never had e-mails rejected by Google, including DMARC reports (which could be treated differently than other e-mails). So my assumption is that something in the content triggered the rejection. Maybe if they check for bad IPs or domain names *within the content/body* (like many spam filters do unless instructed otherwise) then a DMARC report (or daily server logs, or messages in this list including spammer IPs, etc.) should be exempted from that, as otherwise these e-mails cannot achieve their very purpose of reporting such things.
