No.

Almost all early Unix cdrom drives did this because the system boot
roms wered limited to dealing with 512 byte blocks.  Sun, SGI, HP at
least.  So the vendors changed the cdroms rather than change the boot
roms in the existing machines.  Some early cdrom vendors conviently
put jumper pads on the drive so you could fix it one way or another;
later other vendors had code which tried to guess what the system
wanted.

To the vendors it was easier.  In time, things became more adaptable.

I am sure that google would have told you this same history.

While this is true on sparc systems, I don't believe it is true on
sparc64 machines.  I recently tested booting off CD on a U1e with
several off-the-shelf (i.e., not 512 byte sector, pulled from PCs)
SCSI CDROM drives, and I am pleased to report they Just Worked.

also at the obp prompt run .version
OpenBSD needs a minimum of the following version
OBP_3.27.0,POST_1.1.1,OBDIAG_2.2
if your levels are below those you'll need to update the firmware

check the jumper settings on the CDROM, you need it set to 512byte sectors, 
other wise it wont work, if there are no jumper settings for it on the drive 
then its not compatible with your system.

I'd try a network install as most Sun hardware can boot via tftp. Try
that after reading the installation instructions and see if that works.
It can be less hassle than hunting for the right cdr media.

Actually, there are *many* older cdrom drives (computer and audio) that
do not support (or do not *properly* support) CDR media. Sometimes CDR
media works and sometimes it doesn't work. The main reason is the
reflectance of most CDR media is far less than a "mastered" CDROM disc,
older drives lack the power necessary to read properly from the less
reflective CDR media.

There is a work-around; Though it's tough to find, and expensive, there
is a type of CDR blank called a "Diamond Disc" or "Diamond Media" -The
"Diamond Media" has worked perfectly with every problematic drive I've
tried including many drives that *officially* do not support CDR media
(and even drives that predate the creation of CDR).

I suggest trying to burn a knopix boot CDR and see what happens. If you
can't boot from it. Try booting from a factory made Sun Solaris
distribution disc.
