so the process here would be to send a message to
bugs-business-cybersou...@rt.cpan.org? which again I'm maint on so
it's like sending a bug report to myself in hopes that the other maint
replies? (note: I suspect they won't for various reasons)

I just see this particular case as a "can't assign perms to whole
distribution" problem.

The next step is to get whomever HGDEV is the set the permissions.
Failing that, I guess we go through the module takeover process.

However, HGDEV has been active in the last six months, and uploaded
that distro in November.

In general, we try not to get in the way of the authors and work hard
to help the authors, such as HGDEV, do this sort of stuff themselves so
it doesn't look like we're taking people's modules away by fiat.

I do not have control. What would be the process for getting permissions
seeing that I am in control of primary distribution and bug tracking, so
all contact generally goes to me.

Sorry yes I am using b::c to refer to the Business::CyberSource namespace.
Yes hgdev is maint on these now. Xeno should have maint as well. Xeno is
primary on the distribution as a whole. Just so happens I added modules
when doing the release under the hgdev account.
