 Yes, Rach wrote the original tune and harmonies, in the context of a
 larger work. He did not compose the song, just some elements of his work
 were copied into the derived work. The proposed based on attribute
 seems entirely appropriate to describe this. It is more of a parody or
 tribute relationship, not one that he engaged in.


Regarding who gets composer credit for the new work, I'd suggest that we
follow praxis for every case. I believe it's more common that only the
composer of the new work is credited, but there are exceptions, like the
well known Ave Maria by Bach/Gounod.

An interesting non-music use for this, too, is to mark operas which are
based on plays or novels (since the playwright or novelist deserves credit
but isn't a librettist) :)

The All Delighted People example is maybe a grey area? You could say 
that it quotes or references of interpolates lyrics and themes 
from the original I guess. Or borrows from?

For Musical Theatre you could use Les Misérables, based on the novel by
Victor Hugo (of which a spoken word version – in english – is in the DB) or
Oliver! (of which an audiobook version – in german – is also already in
MB).

For Opera one could also think of Wozzeck or Lulu

If you want to add an example for a concept album (bonus: based on a
book), “Jeff Wayne’s Musical Version of The War of the Worlds” is a good
one.

I’m not a big fan of the asymmetry of “is based on” vs. “has derivative
work”.

How about “is derived from”/“has derivative work” or “is based on”/“is
the basis for” instead?
