For my purposes, that is one of the strengths of distros like Mandrake where 
the libraries for both KDE and Gnome are installed by default.  Even if one 
prefers Gnome, one can still use an app like kppp instead of the seemingly
more problematic gnome dialer.  I use neither of the big two destop environments
prefering Blackbox.  But I can use apps from both of the major desktop
environments because they are installed on my system.  With HD's as roomy
as they are today, there's not need to save space by avoiding one or the 
other, IMHO.

While installing kppp is configured in mdk, not gnome-ppp

  A friend of mine is running Redhat 7.1 , she has successfully installed
  and set-up the gnome ppp dialler with that distro. I can't see why
  they should be different.
in RH, dialer is a front end for wvdial. Both distro use different software.

I don't know anything about the underlying problem. My modem is a 56K
hardware-based external connected to com 2. The other computer had an
ISA plug and play real modem, not a Winmodem.
