any linux is good if it is properly configured. 
Naturally we all are pretty damn sure the very best linux server and/or 
desktop is the current version of Mandrake. 
A lot more accurate question might be what is the best version of Apache to 
use as a web server. the numbers lately seem to show that even tho every XP 
and WIN2k machine come with IIS, the Apache Advanced Extranet Server that is 
included in the Mandrake Distro to be the most popular web server, especially 
if you see numbers about how many pages are served on a given day,  the 
Apache Advanced Extranet Server servers about 8 time as many pages as IIS, 
and has many less security issues.

Depends on your hardware.  If you have a reasonably high-spec machine, 
Mandrake will do as well as any (my universioty has a number of servers 
running Mandrake 7.2).  If it's an older machine you may want a lighter 
distro,  or an earlier version of Mandrake (newer versions don't support 
i386/486.

I have been running the Mandrake9.0 with Apache advanced extranet server on a machine in my office for about a year now and have had no problems, it doesn't take a lot of hits (70+-) a week but it isn't a really fast machine either. Just a cobled together AMDK6II 266 on a SOYO mb and 128mb ram. Anyway, depending on your needs my recommendation would be the Mandrake Apache that comes with 9.0 cause it is so easy to set up and it is secure as any others and more so than some.

ANY linux distro is good to use - but preferably one that comes with the
tools to configure, tune and administer it out of the box. RH, MDK,
Suse, Debian and Slackware would rank tops.

I have Mandrake machine that I would like to us as my webserver,  We have a
10mbs connection with about 100 users on it.
Our Website in it current location gets about 300 to 400 thousand hits a
month.  Will this 10MBs connection handle a load like that?

You might even consider getting 2 x 10/100 NIC's to use - to balance the
load. And if you're getting that many hits per month, you might want to
put the /var on a completely different physical drive so that further
balances the load on the OS - which would overall increase the expected
lifetime of the machine.
