Can someone recommend a dropbox like service that does not require a local 
client?  We share files occasionally with other agencies, and I just need 
simple site where I can store files, they can retrieve them, without a 
Mozy/Dropbox type of client required.

DropBox does not require a client.  The client is merely convenient.
There's a web interface and you can provide them the link to a shared file
for download.

Just got an email blast.  They've dropped the .net.  They're now just Box.
I'm not sure what the objection is to the client.  In DropBox's case the
client allows you to drag and drop to easily share docs.

I think that part of the goal is dynamic sharing of data between persons
that won't necessarily be defined clearly before the transaction.

  In many environments, adding software is non-trivial for reasons
technical or political.  But most PCs already have a web browser.  :)

Naked FTP is not secure, with or without passwords.  sFTP with SSL or SSH
and specific accounts, etc, will generally be deemed secure, but if you've
ever managed a dynamic FTP/SSH config, with oft-changing non-technical
partners, you'll agree that it's not going to fall anywhere near the ease
of use category.

It will be a burden to both the end-users and the IT teams that support
them -- on both sides of the file transfer.

Thus, other answers are more viable for this question, as currently
constructed.

I shamelessly thieved the unbounded bit from a short but
entertaining, anti-queue article by Ted Dziuba where he paraphrased
jwz. (Unlike Ted, I think ZeroMQ is great... but this is not the place
for that.)

Having spent a long time in Lotus Notes land, long ago, the recent
popularity of Sharepoint is a mystery to me.  Yet I will keep an open
mind, while repeating, almost inaudibly, this is a bit better than a
fileshare under certain conditions.
