I don't know if this will run on a server OS or not, but when I need to
install a new or larger hard drive into a machine I use Acronis Migrate
Easy. It's free to use for 15 days which is plenty of time for a clone. It
installs in Windows then does the work pre-boot after restarting. It's very
fast. Clonezilla works well too and is ISO based. Not the most intuitive
piece of software if you haven't used it before, but the prompts are too
bad.

member server and the new server will be the same.  The server houses SQL

hardware, and then set the driver's service startup type to SERVICE_BOOT_START.

  Alternatively, commercial products exist which will let you do this 
after-the-fact.  Acronis "Universal Restore" is one I've heard good things 
about.

Drive size is essentially irrelevant, the smaller drive will determine the
overall size of the mirror.
You may then be able to recover the unused disk space when it is moved to
the other machine with diskpart.

Ben's comment is spot on, though.  If all else is equal, except drive size,
I'd be inclined to give the mirror a try, it's free and fast.  The data can
be written without any downtime.  You only have downtime related to
inserting and pulling out the drive.  With an imaging product, you'll be
subject to downtime while you're making the image, and speed was one of your
stated goals...
