The context is the rather long thread that occurred on the mailing list. I 
would say there's been quite a bit of discussion there already. I would like 
for us to at least talk about it in concept today even if we don't approve it 
wholesale in it's current format. I think the main concepts do align with quite 
a few of the mailing list posts.

Both good topics. What about establishing an OpenStack Foundation for
ownership of code and having the partner community share the costs of
any legal engagements? I thought that a foundation was proposed

I think that is a good idea, because it spreads the burden and helps 
promote a fair ecosystem.   The foundation should also own trademarks.

Both good topics. What about establishing an OpenStack Foundation for

Jesse said he would be able to do 20:00 UTC/3:00 PM CDT today. We have three 
items that we needed to close out on:

1. Incubation/new project process - 
http://wiki.openstack.org/Governance/Proposed/NewProjectProcess
- Was updated to include comments and recommendations from last week's meeting.

2. Standards body activity - 
http://wiki.openstack.org/Governance/Proposed/StandardsCommittee
- Seems like we generally agree we should reject for now and let individual 
companies handle this.

3. Splitting existing project - 
http://wiki.openstack.org/Governance/Proposed/SplitExistingProjectProcess
- This is a proposal that I put together based on the discussion of the topic 
in last week's meeting.

They've all been discussed to some extent. We can vote on them this afternoon 
or vote over email. If we aren't going to have enough IRC participation this 
afternoon, it's probably easier/faster/more convenient to just handle them over 
email and skip today's meeting. If there are other items that anyone wants to 
discuss, I'm happy to go ahead with the meeting as well.

One other thing: John Purrier has taken over Mark Interrante's appointed seat

20:00 UTC is now 3:00 PM CDT. I think Jesse and Vish potentially had a 
recurring conflict with that time on Thursdays. Jesse, Vish, is that correct? I 
can do either. We've had low attendance the last couple of meetings, so I would 
like to find a time that actually works for people.

obviously missed the time change.  What did I miss?

And are we sticking with 20:00 UTC from now on?  In particular, US clocks move 
this weekend for DST.
