Alternatively, have a look at https://wiki.openstreetmap.org/wiki/Maps.Me 
which seems to be opensource and has also compact map files for vector 
rendering and routing.

Or see https://wiki.openstreetmap.org/wiki/Mapsforge that can be used 
with https://wiki.openstreetmap.org/wiki/GraphHopper

also https://wiki.openstreetmap.org/wiki/Routing for a collection.

That is great. From that I was able to determine that the vector fromat is 
.obf a proprietary format by OsmAnd and it is very compact. 

Would use of the .obf format be restricted to the GPL license associated 
with OsmAnd? 
I need to create a custom business solution that is tailored for a more 
specific use and I can't use anything related to the GPL license. 

If the obf format isn't licensed as GPL then I could create my own obf 
parser and renderer that would work for me.
