It's pretty much the same here. No obligation to carry and produce ID (unless you're driving a car). However if you don't comply with a police request they know how to make your life difficult. While we do not live in a legal police state it can be frighteningly close to a de facto police state. My usual caveat applies insofar as the vast majority of cops are terrific people doing an extremely difficult job. A very few bad apples can ruin it for everyone. In New York, and elsewhere, licenses are required for filming movies and commercials and for commercial photoshoots. It is quite possible the police assume that it was for one of these purposes, when they noticed the camera.
