memberikan kesempatan kepada Koki,Steward utk mengikuti training diatas dengan 
harga khusus.

Syarat:
1/ Telah menjadi anggauta Milis Pelaut/terdaftar sebelum tanggal 1 September 
2013.

UK opts for eLoran as backup

The UK is to install seven eLoran stations along to East and South coasts of 
the UK, following approval be the Department of Transport
This will counter the threat of GPS jamming.
The stations will provide alternative position, navigation and timing (PNT) 
information to ensure that ships equipped with eLoran receivers can navigate 
safely in the event of GPS failure in one of the busiest shipping regions in 
the world.
The UK claimed to be the first in the world to deploy this technology for 
shipping companies.
The rollout, led by the General Lighthouse Authorities (GLAs) of the UK and 
Ireland, will replace the equipment in two prototype stations at Dover and 
Harwich and five new stations will be deployed in the Medway, Humber, 
Middlesbrough, Firth of Forth, and Aberdeen.
The GLAs have contracted UrsaNav to deploy and deliver initial operational 
capability by the Summer of 2014.
Several countries worldwide are consulting with the GLAs to benefit from their 
knowledge and experience of eLoran and other resilient PNT technologies.
South Korea, for example, has said that it wants to establish an eLoran 
alliance with the UK while it pursues its own rollout of differential eLoran 
stations, due for completion in 2015. Last year, South Korea was the victim of 
a 16-day GPS jamming attack by North Korea.
Today, many devices and applications rely on GPS-based information, including 
telecommunications, smart grids and high frequency trading.  
It also plays a fundamental role in delivering the PNT data that ships rely on 
to ensure safe navigation. GPS signals are vulnerable to both deliberate and 
accidental jamming, which is causing increasing concern because of the wide 
availability of GPS jammers online for as little as £30 capable of causing 
complete outages across all receivers currently on the market.
Martin Bransby, research & radionavigation manager at the GLAs, said, "Demands 
on marine navigation continue to increase and awareness of the vulnerability of 
GPS is growing, yet electronic systems at sea have not evolved at a sufficient 
pace to meet these challenges.
"Today's announcement is a significant step towards improving safety at sea, 
but few vessels currently have receivers to take advantage of the new stations. 
We hope that the maritime industry will respond proactively to the new stations 
rollout by installing eLoran receivers on more vessels," he said.
Commenting on the announcement, Stephen Hammond, UK Minister for Shipping, 
said: "The deployment of seven eLoran stations follows the successful 
demonstration of eLoran as a resilient PNT technology and puts the UK at the 
forefront of developments to improve navigational safety. I applaud the General 
Lighthouse Authorities on this initiative and am keen to see how it benefits 
mariners when in use up and down the country."
Charles Schue, president and CEO of UrsaNav, said, "We are very proud to be 
working with the General Lighthouse Authorities on this project, which is the 
most advanced of its kind in the world. The number of enquiries we receive 
about eLoran and other resilient PNT technology continues to increase and we 
are now approached for further information on a daily basis. Much of this is 
testament to the example being set in the UK, raising awareness of the need for 
a robust backup to GPS."
ELoran technology is based on longwave radio signals and is independent and 
complementary to GPS. The GLAs carried out the world's first successful 
demonstration of a prototype automatic resilient PNT system using eLoran, in 
trials completed  on board the `THV Galatea' out of Harwich on several trips 
between 28th February and 1st March this year.
Full operational capability covering all major ports is expected by 2019.

Dalam salah satu audit MLC2006 oleh BV, diceritakan ada satu perusahaan yang 
kokinya harus dipulangkan karena tdk mempunya sertifikat sesuai MLC2006.

Semua koki dikapal2 Perusahaan terpaksa diturunkan hanya untuk mengambil 
sertifikat Koki dan FoodHandling.

Kebetulan disalah satu Kapal kokinya dari Indonesia dan berhasil melewati Audit 
karena memiliki Ijazah yang dimaksudkan. Kebetulan dikeluarkan oleh BOTC (Blue 
Ocean Training Centre) Jakarta.

Seafarers'' Rights International (SRI) has launched a `Charter of Good Practice 
for the Provision of Legal Services to Seafarers'.
"For seafarers, seeking the advice of a lawyer can be one of the most stressful 
events of their career," said Deirdre Fitzpatrick, SRI executive director. "Not 
only are they dealing with the effects of the incident that has led them to 
that point, but they are also pursuing a course of action, which too often 
seems fraught with confusion, difficulties and worries about expense.
"The first hurdle often is to find a reputable lawyer who is knowledgeable 
about seafarers' rights' issues and who is willing and able to represent the 
seafarer at a reasonable cost.
"The Charter is a set of professional ethics to bind lawyers working in any 
jurisdiction around the world, taking into account the particular concerns of 
seafarers. It provides reassurance that the seafarer client will be treated in 
a certain way.
"As part of our work, we frequently encounter seafarers in need of legal 
assistance. While we do not recommend one lawyer, or law firm over another, we 
hope it can assist seafarers to have access to a list of lawyers who have 
signed up to and accepted that they are bound by the principles in the Charter.
"Subscribers to the Charter are lawyers professionally licensed to practice in 
their respective jurisdictions. We are delighted to say that the response to 
the Charter so far has been excellent and over 100 lawyers from 50 different 
law firms across 34 countries worldwide have committed to it.
"SRI will keep the list of subscribing lawyers and law firms under review and 
we call on other lawyers with relevant expertise to visit our website and to 
contact us if they wish to subscribe to the Charter. We hope also that other 
bodies in the industry will work with us to maximise the number of expert 
lawyers to whom seafarers can have ready access," she concluded.

Ballasted MR allowed to drift to save fuel

During the last part of her ballast voyage from Sao Sebastiao in Brazil to 
Skikda in Algeria, NORDEN's 47,400 dwt MR `Nord Integrity' was allowed to drift 
280 miles, thus saving 27 tonnes of fuel.

According the the latest edition of NORDEN News, the vessel, operating in the 
Norient Product Pool (NPP), had so much time to spare after bunkering in Las 
Palmas that her Captain- Rohit Minocha - after consulting the company's 
operations department in Hellerup, decided to stop the main engine.

During the following three to four days, the vessel drifted 280 nautical miles 
towards her loading destination – using only the wind and sea current.

This unusual initiative resulted in savings of 27 tonnes of fuel corresponding 
to $17,064, NORDEN claimed.

The voyage, undertaken by wind and current alone, complied with all safety 
regulations and `Nord Integrity' reached the loading destination just in time 
and ready to load condensate for later discharge in Rotterdam.

Head of NPP operations, Jens Malund Jensen, said; "This is a captain who is 
capable of thinking out of the box. Not everyone gets the idea to use nature's 
own forces like that. After all, the merchant fleet of vessels switched to 
engine power several decades ago, so it requires innovative thinking to 
consider using wind and current as the only driving power.

"In addition, the captain has understood to use the local wind and current 
information optimally. Lots of fuel was saved – also of benefit to the 
environment, the voyage was safely performed, he reached the destination in 
time, he avoided to sit at anchor in the loading port, and he contributed to 
better safety at the loading port because the less crowded, the higher the 
safety. Everything and everyone benefited from his decision," he said to NORDEN 
News.

Jensen stressed that many factors must fall into place for this kind of sailing 
to be possible. "We must have plenty of time to reach the loading port, which 
we luckily rarely have. The wind and current must have the right direction. And 
finally, there must be enough room in the area to drift as safety can naturally 
never be compromised."

He also said that the unusual voyage between Las Palmas and Skikda was the 
result of a good co-operation between the vessel and NPP's operations 
department and between NORDEN and the owner of the long-term chartered vessel. 
This co-operation had developed over several years and encourages the partners 
to have a close and open dialogue, as well as being proactive and thinking out 
of the box.

"The longer we continue down this track, the more good initiatives will also be 
presented to us. Optimisation of all voyages is crucial for our business. That 
is why I wish to share a success story as this one from `Nord Integrity' in the 
hope of a repeat, when time, wind, current, traffic in the area and the market 
make it possible again," said Jensen.

For the sake of good order, he added that a vessel carrying a cargo would never 
sail by wind and current alone. For laden vessels, the general principle for 
seaborne transports applies – ie `utmost despatch', meaning that the cargo must 
reach its destination as fast as possible.

Security Forecast

As 2013 rumbles along what are seen as being the key maritime security threats 
for the year? While the frequency of pirate attacks off Somalia has dropped, if 
they learn to adapt there will be surprises ahead – and given that they are 
billed as being some of the most wily, cunning foes around, the chances are 
high that they will be breaking through the thin blue line of private security 
soon.

According to the latest analysis to emerge, the likely threats to maritime 
security are issues in the following problem areas:

Nigeria: An increase in Gulf of Guinea piracy is understood to be likely in the 
next three months. With an increase in the capabilities of pirate groups off 
the Gulf of Guinea and limited security in the West African seas, piracy risks 
are likely to grow. Due to the very limited capabilities of regional navies 
including the major player, the Nigerian Navy, and, unlike the seas off 
Somalia, the lack of an international maritime presence, tankers are vulnerable 
to oil theft.
Somali piracy in 2013: The multi-million dollar question is what will happen 
next. Some want to believe the threat of Somali pirates has subsided, but the 
root causes remain. While some high profile pirates may have decided to 
renounce piracy, there are many more waiting to step into their Swarovski 
encrusted flip flops. The money is still good, and Somalia is still a place 
where alternatives are hard to find. The rise of Somali piracy 2.0 looks 
distinctly possible.
South East Asia: There has been a steady rise in the number of attacks around 
South East Asia. Piracy in the region is a serious problem, and while it was 
eclipsed for a while by the new Somali iteration, it is firmly back on the 
maritime security radar and is likely to pose further problems into 2013.
New potential problem areas are emerging as North Africa and Syria throw up 
potentially serious threats to maritime trade. Lawlessness, desperation and 
instability are the key drivers of maritime crime, and so it will be 
interesting to see how these threats eventually manifest themselves.

Modern maritime piracy has always been considered a "tropical disease", as it 
is 99.9% confined between the Tropics of Cancer and Capricorn. The potential 
shift northwards, however, could see a fascinating new tide of maritime 
criminality…be careful out there, wherever "there" may be.

Indonesia agar cermat dalam memilih perusahaan tempat mereka bekerja di luar 
negeri maupun agen penyalur di tanah air. Salah-salah, nasib kita bisa seperti 
ratusan ABK WNI yang terdampar karena perusahaan mereka bangkrut.

"Hati-hati bekerja di perusahaan asing, cek dulu perusahaan atau agen ini 
bermasalah atau tidak," kata Tatang kepada VIVAnews, Senin 22 Oktober 2012.

Peringatan ini disampaikannya menyusul terdamparnya sekitar 163 ABK Indonesia 
di Trinidad dan Tobago dan 60 lainnya di Pantai Gading setelah perusahaan 
Taiwan tempat mereka bekerja bangkrut. Perusahaan penangkap ikan yang diketahui 
bernama Wojeng Ltd tersebut lepas tangan dan belum membayar gaji para ABK.

Dua agen penyalur para ABK tersebut, yaitu PT Bahana Samudera Atlantik dan PT 
Karwei Multi Global, telah dipanggil Kemlu untuk ikut mempertanggungjawabkan 
nasib para WNI di luar negeri. Tatang mengatakan, ini bukan kali pertama kedua 
agen ini bermasalah.

"Ini bukan pertama kali, agen penyalur ini di Indonesia harus di-black list," 
tegas Tatang.

Tatang mengatakan, staf di KBRI Caracas, Venezuela, telah dikirim untuk 
menindaklanjuti kasus ini. Konsulat Jenderal Kehormatan RI di Trinidad dan 
Tobago, kata Tatang, telah menyalurkan uang makan bagi para pelaut yang telah 
terdampar selama tiga bulan. Rencananya, kapal mereka akan dilelang oleh 
perusahaan untuk membayar gaji.

Menurut data Kementerian Luar Negeri, terdapat 253.642 WNI yang menjadi pelaut 
di seluruh dunia, dari kapal nelayan hingga kapal pesiar. Terdapat 945 kasus 
yang melibatkan pelaut WNI pada tahun ini, di antaranya adalah tindak pidana, 
perkelahian, people smuggling, masalah pada kontrak kerja, gaji, hilang kontak, 
bencana alam, masalah visa kerja, sakit atau pun kecelakaan. (eh)

'Prestige' Master and officers in dock 10 years after sinking

Some 10 years after the sinking of the tanker 'Prestige' off the Spanish coast, 
four men, including the vessel's Master, went on trial this week in a northern 
Spanish Court.

The sinking was claimed to have caused the worst oil slick in Spain's history, 
as 50,000 tonnes of fuel oil was dumped into the sea.

The first day of the trial, held at an exhibition centre in the northern city 
of La Coruna, was dominated by procedural questions, with the accused only 
expected to take the stand in November.

Apostolos Mangouras, 78, the `Prestige's' Greek Master, is charged alongside 
two other officers and a Spanish official over the oil spill, which polluted 
thousands of kilometres of beaches in Spain, Portugal and France.

Prosecutors are demanding 12 years' jail for Mangouras, who is charged with 
harming the environment along with Greek chief engineer Nikolaos Argyropoulos 
and first mate Irineo Maloto, a Filipino who was not apprehended.

The fourth defendant is Jose Luis Lopez-Sors, head of the Spanish merchant navy 
at the time, who ordered the ship out to sea when it was leaking the fuel oil.

Mangouras attended the opening session of the trial along with Argyropoulos and 
Lopez-Sors.

According to AP news wire, environmental groups complained that key people 
responsible for the disaster were not being tried and warned that the lessons 
from the disaster had not been learnt.

Spanish Prime Minister Mariano Rajoy, who was deputy prime minister at the time 
of the accident, is among those who should be held accountable for his 
government's handling of the accident, they said.

Spanish non-government group Environmentalists in Action also said charges 
should be brought against ABS, the tanker's class society.

The total cost of the environmental damage caused by the oil slick has been 
calculated at more than €4 bill, most of it for the Spanish state.

`Prestige' leaked 50,000 tonnes of fuel into the Atlantic after it sank off 
northern Spain. It took on water in a storm on 13th November 2002, and drifted 
for six days before breaking up and sinking.

After three days of procedural matters this week, the defendants are due to 
make their first appearance in the trial on 13th November, the 10th anniversary 
of the disaster.

The trial is due to last until May 2013 and will hear testimony from 133 
witnesses and 100 experts, the Court said.

JAKARTA, (PRLM).- Kesatuan Pelaut Indonesia (KPI) mendesak pemerintah Indonesia 
untuk segera meratifikasi konvensi pekerja maritim (Maritime Labour Convention 
/MLC). Jika pemerintah tidak serius memperhatikan masalah ini, pelaut Indonesia 
terancam tidak akan direkrut perusahaan pelayaran di luar negeri.

"Dampak yang lebih besar, ratusan ribu pelaut Indonesia yang kini bekerja di 
luar negeri akan diturunkan dari kapal dan dipulangkan ke tanah air," kata 
Presiden KPI Hanafi Rustandi di Jakarta, Rabu (17/10).

Hanafi mengatakan, ancaman tersebut antara lain disampaikan oleh asosiasi 
perusahaan pelayaran Belanda saat menandatangani CBA (Collective Bargaining 
Agreement) di Jakarta pada 12 Oktober 2012.

CBA yang ditandatangani KPI dengan Nautilus International (Serikat Pelaut 
Belanda) dan tiga asosiasi perusahaan pelayaran Belanda (Social Maritiem 
Wekgeversverbond, Vereniging Van Werkegevers In De Handelsvaart, dan Netherland 
Maritime Employers Association).

CBA yang ditandatangani itu, menurut Hanafi, merupakan perjanjian induk yang 
wajib digunakan oleh semua perusahaan pelayaran Belanda yang merekrut dan 
mempekerjakan pelaut Indonesia di kapal-kapal berbendera Belanda. Ketiga 
asosiasi perusahaan pelayaran Negeri Kincir Angin itu hingga kini mempekerjakan 
sedikitnya 2.000 pelaut Indonesia.

CBA yang masa berlakunya mulai 1 Januari 2013 dan berakhir 31 Desember 2013 itu 
telah mengadopsi berbagai ketentuan yang ditetapkan MLC.

Semua isi CBA sejalan dengan MLC, karena Belanda telah meratifikasi MLC.Tekait 
soal ini, Indonesia diminta segera meratifikasi MLC. Kalau tidak meratifikasi 
ketentuan internasional tersebut, pelaut Indonesia tidak akan direkrut dan 
dipekerjakan di kapal-kapal berbendera Belanda.

"Asosiasi perusahaan pelayaran Belanda akan segera menyurati Presiden RI agar 
secepatnya meratifikasi MLC," kata Hanafi seraya menambahkan, konvensi ini 
penting untuk meningkatkan perlindungan dan kesejahteraan bagi pelaut yang 
diimplementasikan melalui perjanjian yang ditandatangani pemilik kapal dengan 
serikat pelaut.

MLC merupakan konvensi yang ditetapkan dalam sidang ILO (International Labor 
Organization) tahun 2006. Hingga sekarang, MLC telah diratifikasi oleh 30 
negara dan telah memenuhi syarat untuk diterapkan di seluruh dunia.

Rusia dan Filipina merupakan dua negara terakhir yang meratifikasi MLC pada 
Agustus 2012. "Rencananya, ILO akan memberlakukan MLC di seluruh dunia mulai 
Agustus 2013," kata Hanafi.

Berkaitan dengan ratifikasi MLC tersebut, lanjut Hanafi, pemerintah (Ditjen 
Perhubungan Laut) baru menyiapkan pelatihan untuk
marine inspector dan DPA (Designated Person Ashore) perusahaan angkutan laut 
(ships owner).

Dalam waktu dekat (29 Oktober) Pusbang SDM Hubla akan menyelenggarakan ToT (
Training of Trainers) untuk MLC auditor dengan peserta dari perwakilan UPT 
Diklat Laut, Adpel utama dan pegawai Ditkapel lainnya dalam upaya mempersiapkan 
auditor Maritime Labour Certificate & Declaration of Maritime Labour Compliance.

Ditambahkan, dalam CBA tersebut total gaji AB (juru mudi) di kapal minimal 
1.091 dolar AS, sedang untuk tingkat perwira gaji minimal 3.234 dollar AS. 
Perpanjangan CBA yang baru ditandatangani itu juga merupakan penyatuan dari 2 
CBA sebelumnya yang khusus untuk rating dan perwira.

Sebelum CBA berakhir, tim khsusus akan melakukan perundingan untuk membahas 
perpanjangan CBA masa berikutnya, termasuk negosiasi peningkatan gaji bagi 
seluruh awak kapal. Selain itu, juga disepakati program pensiun untuk tingkat 
bawahan akan disiapkan paling lambat 1 Juli 2013. (A-78/A-89)***

The self-navigating ship would need a system of sensors capable of detecting 
small and large objects in all types of visibility and weather conditions. It 
would also depend on all ships transmitting accurate information via the 
Automatic Identification System, something that cannot always be guaranteed. 

While research continues into the possibility of unmanned cargo ships, there 
are some jobs onboard that, because of the safety factor involved, might be 
better carried out by robots. Sending them into cargo holds or ballast tanks, 
for example, would eliminate the risks that arise when a human crew member has 
to perform a task in a confined or hazardous space, a task that has, 
unfortunately, resulted in a number of deaths. 

With navies deploying unmanned vessels and the offshore industry envisaging 
crewless drilling rigs using satellite co-ordinates to move on to a site and 
drill a well before moving onto the next job, the seas are increasingly going 
to be populated by roboships. 

Whether these will include cargo ships manned by robot deckhands and navigated 
by computers may only be a matter of time. For now, however, the industry will

Tapi oleh Owner, Si dia ditawari join di kapal Bunker Barge,join lusa-nya
Rupanya dia ga interest, kami tanya sampai 3 kali, apa ga nyesal?
Tapi orgnya bgitu kekeh, Maunya di kapal jalan
Kami bilang : Oke, kalo gitu, tunggu barang semingguan, kami juga ada kapal 
jalan

Rupanya berselang itu, si Dia tertarik pd sebuah chance dari broker.
Passport+Buku Pelaut+Sejumlah uang Cas telah Dia serahkan
Seminggu kemudian kami telpon dia utk menawarkan chance di kapal Jalan
Dia mau, jadi hrs menarik document-nya dulu ke Broker tersebut tentunya

Sehari,dua hari kami tunggu tiada kabarnya
lalu akhirnya dia cerita, bahwa broker tersebut tdk beres
Dihubungi HP-nya, tdk aktif
janji ketemuan di sebuah tempat, si Broker tdk nongol
Sudah Tertipu rupanya. 
Kasian, akibat terlalu pilih2 chance, akhirnya malah jadi salah pilih

Kadang2 kita terjemah bahasa ke english langsung tanpa perhatikan verb atau 
kata2 yg sesuai. Contoh" kata balas utk "TERIMA KASIH" adalah "SAMA2 " tp tidk 
bisa  terjemah seprti"SAME2" atau "KEMBALI - COME BACK". Satu lagi Kata patah 
ada di semua bahasa, jd "balik taplak tangan" yg kita omong hari2 itu ada di 
bahasa english dgn arti sama dan kata tersindiri. Jd kt tdk bisa terjemah 
lgsg!! akan jd lucu separti film Dono dan Kasino! Dan org asing tak akan paham 
kecuali tinggal di indonesia lebih dari 15 tahun sprti saya.

To be fluent english seafarer it is not so easy like moving back 
palm of your hand  , it will be take a time and never ending even do , you have 
took  5 years course in the university it's not sufficient enough to be good 
English  speaker because learning is endless , infinity and no limitation for 
the age.
as long as we can understand properly what exactly the people want and we know 
how to speaks clearly what we want. so... that is the real meaning of  English 
we needed.
Again , I believed all the people in this Groups had better English than other 
people outside but just be cool , lets our companion improve their English 
don't 

think that we were the right one in this English matter.
For Mrs Mira : Keep the heart quiet to be cool , self-confidence & success( 
Fluently with English ???why not. )

With all due respect to those have given their comments with regard to the 
importance of english for seafarer I would like to share my thoughts for the 
same. To my understanding learning a language is just like you live the life 
itself, its an activity that we need to do without stopping, just like 
breathing, we have to do it continously for whole life, so its no certain 
length 

period of time  for someone studying english to muster it. We must, whole 
heartedly commit ourselves to this particular subject. There are many ways of 
learning english, taking a course, self-studying by reading books, watching 
foreign televisions or practicing with tourists or foreigners you meet 
somewhere. To my opinion  either ways you are taking, the most important thing 
is that you are to get to be  exposed to the community who use english as their 
communication mean. As for seafarer we have lots of chances to that exposure, 
don't be ashame, practice your english anytime you have chances. Last, it 
worths 

to note that if we want a quality we have to pay more. If you want a proper

Mau ikut numpang, kenapa kita susah berbahasa inggris yang jelas karena 
memang itu bukan bahasa kita, coba liat anak anak bulek masih kecil sudah 
pintar 

berbahasa inggris, demikian juga anak anak kita yg masing masing berasal dari 
berbagai suku, walau masih kecil sudah pintar menggunakan bahasa daerahnya. 
Jadi

Dear Rekan Milis PELAUT,

We are pleased to advise you the launching of the first Indonesian Seafarers
Online Jobs Portal (PELAUT jobzone) which will be available to public as of
08-12-08 (Monday).

It is accessible at www.pelaut.or.id and is currently fully working and have
the latest job requirements for Indonesian officers and ratings of some
companies.

The portal has certain features by which jobseekers (seafarers) can register
their profile (upload CV + certificates etc) and then they would receive
notification by email for any new job vacancy being posted by employers
which meets the criteria they set by themselves (i.e. by ranks or vessel
types) – this will be of great help to seafarers for getting job vacancy
offers being sent to their private email and at the later stage (early next
year), same new vacancy notification would be delivered/ sent to their
mobile phone in text/ sms message format – giving the seafarers more
accessible to the latest job being offered.

As usual, the seafarers are not being charged and can use the portal free of
charge by just registering their email address ; while employers (manning
agents/ ship-owners/ ship-managers) are invited to become member and can
post their job vacancy free of charge until January 2009 which afterward,
there will be nominal fee to be paid in order to post job vacancy.

We do hope that this portal would be an important online meeting place
between all Indonesian seafarers and national/ foreign employers.
