As this persists, although I haven't been here for very long, I chose to

I am still using this opportunity to Cc Michael Cullum, who was visibly 
involved in disabling the GitHub issue tracker, hoping a list of steps

Thanks, but the problem is that due to this very problem, we don't know 
where a report could be opened currently ... :-S

README file. The file implies that issues are filed in GitHub, but that 
does not seem to be the case, presumably as a result of changes discussed
