My problem was that I only had versions 10/11, and was too lazy to 
download/build earlier versions just to find out.
I didn't intend any promo, but I guess I should once in a while. ;)
One of these days I might do a presentation about it.

u ... actually I documented this practice and approach (a 
./rpmbuild/ in the user's home) long before that as part of a 
move to building all as non-root

It's a fine site.  I personally would just do a locate rpmbuild on
each version?

But this is good left hand promotion for a fine product.

I've been running QMT for several years now, and you're right - it is 
really good (regardless of Craig's preference ;) ). I've written a large 
part of what's on that wiki, and I built the http://qtp.qmailtoaster.com 
site, in addition to writing many of the scripts there.

To be honest, I meant to post that question on the QMT list, but after 
it was done I figured that some here might know the answer, so left well 
enough alone.

 From what I've found out, the answer appears to be FC10. FC9 still used

I don't know that this changed in any specific version but only changes
if you invoke as root or as user. In theory, you should not be compiling
(which means building rpm packages too) as root because that can cause
all sorts of issues.

I can't help with toaster as I am quite happy with postfix and
cyrus-imapd and would never consider such an antiquated beast.
