Another suggestion:
We should aim for smallest code base.
The smaller the code is, the better chances an update won't break anything.
This can be achieved by:
a. removal of non used features
b. making less used features available via extensions
c. one UI element per task (avoiding duplicates in UI)
d. rewriting certain modules more efficiently (i.e. performing the same task 
with 80 lines of code instead 100 lines of code)

 since last year. I am sure we can do better and the question after the
 release will be how we can improve this. Quality is important for us and
 I invite all to think about ways how we can improve this together.

 but maybe I should explain the vote in more detail. At Apache only the
 src release is relevant and that is for what we vote.
IMHO this clarification should be explicitly stated at cwiki download page.
 
 We as end-user product provide binaries because that is more relevant
 for our users who are not able to build the product on their own.
 
 If somebody votes it is a god idea to add some info what have been
 tested, e.g building the src release from scratch, testing the binary
 only, ...

bug reporter used.
The bug history shows the bug reporters version.
More fields - more confusion.
IMHO current Bugzilla is good.

Yes - these are different products.

 forbidden to use the same solution because someone already submitted a
 patch to LibreOffice that does this?
To my understanding there are many ways to fix a bug / implement an enhancement.

IMHO the alternative - leaving bugs which we know we don't have the means to 
evaluate, Unconfirmed for years, is problematic. Such bugs distract us from 
other Unconfirmed bugs that we do have the means to evaluate. Old Unconfirmed 
bugs, no matter what the reason is, don't make us look good.

 Ah, that's the reason. Linux has a different development philosophy than 
 most other platforms. On other platforms you tell the compiler to target 
 a specific baseline (e.g. OSX 10.4 or Windows XP). On Linux the 
 philosophy used to be just recompile if any of the libraries changed 
 its APIs or update from your system's specific package repository 
 where one of the maintainers did that for you. Things have gotten much 
 better since but selecting a target API is still not easily possible.

 much better than what is provided by the greatest common denominator  
 systems, which enables them to find and report important bugs. The 
 drawback is that unless your system is a descendant of these newer Linux 
 systems the builds they create are unusable for you.
 
 I suggest to check the official release candidate snapshots if we're in 
 the release phase. They have the maximum binary compatibility.
 
 If you want to check the latest experimental trunk releases created by 
 buildbots running new distributions I suggest to install that same 
 distribution or one of its descendants.

Current distribution I use: http://www.aptosid.com/
Original bug reports were generated via laptop using USB installation.
AOO was installed from arc file of the Buildbots.
Desktop environment was KDE.
Second check was performed using same laptop with 4.0.1 RC3 build.
Desktop environment was changed to XFCE.
Confirmation was performed with PC using HD installation.
AOO was installed from deb file of 4.0.1 RC3 build.
Desktop environment was again XFCE.

PC has following characteristics:

The 4.0 release was too ambitious - we should advance in smaller steps.
Nothing compares to general public testing - betas and release candidates 
should not be avoided.
TestLink cases should be less comprehesive (in terms of feature coverage) and 
more stress testing oriented.

 1) What caused the bug?   What was the root cause?  Note:
 programmer error is not really a cause.  We should ask what caused
 the error.
 
 2) What can we do to prevent bugs like this from being checked in?
 
 3) Why wasn't the bug found during testing?  Was it not covered by any
 existing test case?  Was a test case run but the defect was not
 recognized?  Was the defect introduced into the software after the
 tests had already been executed?
 
 4) What can we do to ensure that bugs like this are caught during testing?
 
 So 2 basic questions -- what went wrong and how can we prevent it in
 the future, looked at from perspective of programmers and testers.  If
 we can keep these questions in mind, and try to answer them, we may be
 able to find some patterns that can lead to some process changes for
 AOO 4.1.

2- confirm when not a bug - a developer trying to fix wastes time
3- close when a bug - a future user reporting the already known bug wastes time

option 1 is the worst...

 4.0.1-dev since it is likely that we will have a 4.0.1 release to
 address some of the defects that have been reported on 4.0.0.
 
 I'd love to hear your thoughts on this, even if it is just a quick +1.
  I'll hold off making any of these changes until this time Thursday.

It is not suggested to terminate Base.
But separating it from the suite and developing it in its own pace.
There is a big bug gap in the popular parts of the suite that can not be 
neglected by the rarely used part of the suite.

My meaning is, respecting current users of OpenOffice who reported bugs and see 
those bugs not resolved while new features (sidebar) are being introduced.
I think they deserve at least an explanation how introducing new features is 
more important from fixing bugs that bothers them (after all, they took the 
time to report them).

The minor bugs at the bottom will never get attention.
