Luke,
Shawnee Oklahoma passed a law to allow civilian's to write tickets. I 
helped get that law approved while living there. They required a class and a 
down payment due so, the down payment provided a ticket book and a polaroid 
camera to turn in with the copy officer's usually keep. Then as you used film 
they replenished it from the money made from tickets you turned in. I don't 
live their anymore, but when I moved we were trying to get paid for every 
ticket they collect from each person. But I got a lot of satisfaction writing 
the tickets to people that obviously didn't have disabilities. Especially smart 
ass kids that jump out of their vehicle and run into places. It was better than 
pay to me, especially some of their faces. I couldn't find their web page , but 
my caregiver is here to put me to bed so I'm in a hurry now.

A college campus, may present new challenges as its private property.   
Granted, you are right, but colleges are unique.  The police might not be  the 
first stop.  You need the support of college administration and student  
support 
groups.  With that support, the campus police would be your last  stop, with a 
sit down meeting, face to face with the Chief.

Thanks W.? Illegal parking has gotten out of hand at the college I go to.? I 
wrote a letter to the police department and nothing has been done.? I have 
recieved a ticket for having my tag turned the wrong way but I see people 
parking in handicaped spots all the time who have no tag.? Now I'm gonna try to 
stop it myself!

You have a wonderful idea.? What's nice about your idea is that its not new.? A 
number of cities in the USA have established programs for a highly trained 
civilian group to issue "Citations" for improper parking.? Only a trained 
officer of the peace, can lawfully write "tickets."? Citations, are a good way 
to start the program, but first you have to meet with the local Chief of Police 
in your local.? It should be a personal meeting in a business format.? Don't be 
surprised if they advise you that it must be brought before the local 
government council for approval.? The program begins with training and lots of 
it.? It won't be easy, but those who have stuck with it, are proud of their 
success record and conviction rate.? Evanston, Illinois and St. Joseph County 
in Northern Indiana have successful programs.? City of Chicago's Crip Patrol 
was so success, that those in the field were absorbed into the Illinois Dept of 
Revenue as employees and authorized to issue "Citations."

And boy, are these guys good.? The are issuing citations that generate 
revenue.? A lot of revenue.

Expect resistance, but once it passes, you will be able to look back and 
reflect on your endeavors.
