I would assume that it's because of the  fillet-brazed 2nd top tube.  Same with 
the MIT Atlantis.  That probably adds more than $100 actual cost but, since 
it's only on the larger frames, it is ammortized over the full range of sizes 
so that there isn't a "penalty" for taller riders.

(But don't get hung up on the idea that you're paying for something you're not 
getting if you'd need a smaller frame, because it's also true that they don't 
penalize short riders for the cost of stocking slower-moving inventory.)

Not only cost of materials but cost of time may be associated. The Hilsen 
are relatively the same frame as it was a few years ago, just canti 
provisions. However, the MIT Homer's have not been around. So there must've 
been a lot of time associated with Riv designing in the new geometry, then 
the time it cost them to go back and forth with the factory to get it set 
the way they like it.

I imagine it has a lot to do with future proofing their prices. Every time they 
raise prices people grumble and Grant apologizes. If you start pricing things a 
little higher from the get go you can wait a bit longer to raise prices, maybe 
even get some more cash flow and be able to float a little more gently in the 
ups and downs of the boutique not-bespoke-but-not-mass-market bike world.

Relatedly I sometimes worry about the bike industry going the way of the 
clothes industry. Currently the middle of the clothes market is tanking. “High 
end mall stores” like J Crew represented the middle tier market and are going 
extinct. As fast fashion comes in and pumps poorly made garments  at rock 
bottom prices they eat away at lots of sales at the mid-tier range. I wonder 
what a similar stratification of the bike market looks like and where Riv fits 
in.

It could be paint if they're duplicating the color Waterford used. In 
researching touch-up for my Hunqapillar with them this week, I discovered the 
Hilsen color is a pretty fancy mix.

I wasn't unclear on your curiosity.  I was unclear on precisely which 
question you were asking.  Now I think I understand that your two questions:

"anyone know why new MIT Homer frames cost $100 more than new MIT Sam 
frames?  Tubing?"

Could be rewritten to read:

"I assume that the Hilsen costs about $100 more to make than the 
Hillborne.  Why does the Hilsen cost about $100 to produce?  Is it because 
the tubing in the Hilsen is ~$100 more expensive than the tubing used in 
the Hillborne?"

Assuming those were the questions you were getting at, then those were the 
questions I attempted to touch on.  As far as I know, the tubing in both 
bikes are similar in price.  I do not think we can attribute the price 
difference to tubing.

I'll add that time and an associated increased cost could be major factors. 
 From the perspective of "older" to "newer", there is the Appaloosa ($1300) 
to the Hillborne ($1400) to the latest Hilsen ($1500).  I know the Cheviot 
could be considered an outlier in that logic, and in several ways, but it 
does seem to me that the prices are increasing, at least to some degree, 
just based on time and costs.  

That said, I would love to know about tubing changes or specs that add to 
the cost, not that there is anything wrong that I know of with the older 
tubing.  I have a new Hilsen frame coming this next week so it will be 
interesting to see (and ride once I get it built and the weather 
cooperates) how it feels compared to other bikes.
