You can definitely use the same front derailer IF your biggest chainring 
remains approximately the same size.  

If you are changing from a 48-36-24 to something like a 40-26, then you'd 
want to be able to lower your front derailer a lot to get close to that 40T 
ring.  The tail-end of your triple front der will likely hit the 
chainstay.  

ANY double-compatible road der should work great.  Like really anything.  
Old Shimano or Suntour road front ders are a dime a dozen and virtually any 
of them would work great with Silver Barend shifters.

awhile, then switched to an old Mavic double.

Depends on the large chainring size - I find that when the large chainring 
size gets down to around 42t or smaller, the bottom of the cage on an FD 
for triple chainrings may hit the chainstay. For those sort of setups I use 
MTB double FDs. Here's a Deore XT 2x10 FD with a 38t big chainring:

What if I choose to just skip the FD and "manually" shift to the lower gear 
when I need it? You think there's much chance of the chain coming off? 
Should I go with a narrow wide ring. On my CC I run a 1x9 drivetrain with 
an old XT derailleur and a narrow wide ring up front with no issues. 
Eventually I'll like switch to a clutch RD but would prefer to avoid that 
for now.

I have several bikes with Sugino 901, 601, or the Sun XCD wide range 
doubles.  The chainrings are mostly 26-40.

If you can find an old Suntour ARX, it works perfectly:

I’ve been riding derailerless with my wide/low with 8-speed in back for a long 
time now and only issue is once on a big big curb hop the chain bounced off the 
 chainring. A derailer would have allowed me to shift tge chain back on whike 
riding I think.

I have the SunXCD but haven’t put it in yet. My cassette and widelow is enough 
for the riding I do so far. Havent needed to small ring so far.

Shifting by foot too dangerous for me.
So on with the SunXCD FD!.

Maybe I should have said This Means Something - FD designed just for this 
application and cage shaped for max 46T 
- prices on the CX-70 have also dropped haff over the past couple of years. 
SunTour, Microshift, Campy-SunTour-Copy (Chorus) - these are the Best RDs, 
but Shimano has always made the best FDs - they design chain lift into the 
cage.
