[RE-wrenches] Off grid in Florida wells and septic tanks

2017-11-04 Thread Tom Lane
The issue of off grid power in Florida is fake news misinterpreted from On
Grid Sytems powering a House after s hurricane without a legal transfer
switch . However , it some situations in Florida it is illegal or a major
permit issue not to hook to a city water supply OR have your own well
except for irrigation ( which can illegally be connected to your house
without any one knowing ) .
The control over wells or ability to have wells in heavily populated
central and south Florida areas is the real problem . Septic tanks and
their allowance in pulling permits is another problem. NO ONE has to use
Grid Power in Florida . Just don’t pay your bill and see how long the
utilities will take to remove your meter ! Gator Tom

Re: [RE-wrenches] Off grid in Florida

2017-11-03 Thread Jason Szumlanski
That's what the utility or AHJ might say, but it is not the case. The
utility has no say in the matter. The AHJ could raise some flags on new
construction, but all you need to do is have a PE do a load analysis and
supply enough juice to meet the minimum standards per NFPA 70. It may take
some convincing, but the AHJ will eventually come around.

If you don't get satisfaction, use the Building Officials Association of
Florida and get a non-binding or a binding ruling on the matter.

There are lots of new and old off-grid homes around here where the utility
does not have access. The AHJs have no issue with these. The presence of a
nearby utility pole has no bearing on whether it's allowed or not.

There was recently a local story that was sensationalized about a woman
that wanted to be off-grid. The media reported it as if the big bad
utilities and the evil government would not let her live her life. Her
problem was that she didn't make her house livable with a suitable
alternative source of power and water. That's what is illegal in Florida.

I live off grid in Florida, fully permitted with no issues. We've done off-grid
systems for typical 3000 sq' homes with AC, pools, etc...

The whole "illegal to live off-grid in FL" is total BS.

What happens if you don't pay your utility bill? They disconnect your service!

Essentially the client is paying the utility the minimum fee to be the
backup to the solar system, allowing the client to use a smaller battery
system, for the few days the battery system is not sufficient the grid
kicks in a covers it. That's a great deal, makes a lot of financial sense.
No need for a generator, AGS, fuel, huge battery systems. I think it's a
lusy deal for the utility, they get to be the backup but get little or no
revenue.

Re: [RE-wrenches] Off grid in Florida

2017-11-02 Thread William Miller
Wrenches:

In all of the jurisdictions in which we work we are allowed to use
stand-alone power as the primary power source if we can numerically justify
that we are providing adequate capacity. We use a spreadsheet originated by
Windy Dankoff that we have modified over the years to size systems. We
submit that spreadsheet with the building permit packet and it is routinely
approved.

One could argue that this numerical analysis of loads and the means to power
them is adequate proof that a stand-alone power system can be an absolutely
viable power source.

Good luck,

William Miller

I gotta say here that utilities don't control construction permits or C.O.s,
rather it is the local jurisdictional authority. So the idea that FPL is
somehow mandating grid-connection for all construction seems preposterous to
me. It is up to the individual AHJs, and the NEC has clear requirements for
stand-alone systems power supply, in fact Article 710 added a very helpful
section- 710.15(A) on the minimum power requirements for stand-alone
systems (below). Of course, insurance, resale - that's a different story,
but the AHJ is the one to ask about power supply requirements, not the
utility.

(A) Supply Output. Power supply to premises wiring systems shall be
permitted to have less capacity than the calculated load. The capacity of
the stand-alone supply shall be equal to or greater than the load posed by
the largest single utilization equipment connected to the system.
Calculated general lighting loads shall not be considered as a single load.

Re: [RE-wrenches] Off grid in Florida

2017-11-02 Thread Dave Angelini Offgrid Solar
I and clients are told this all over, not just Florida. It is pretty
typical of building department and utilities. They just recite the
standard line. I have even been told that you can build the offgrid home,
you just can't live in it. I think I am well past 150 offgrid homes, and
counting. The dumbing down effect is alive!

It is a different thing to take a grid tie house offgrid. I always advise
against it for many reasons!

Re: [RE-wrenches] Off grid in Florida

2017-11-02 Thread Rebekah Hren
I gotta say here that utilities don't control construction permits or
C.O.s, rather it is the local jurisdictional authority. So the idea that
FPL is somehow mandating grid-connection for all construction seems
preposterous to me. It is up to the individual AHJs, and the NEC has clear
requirements for stand-alone systems power supply, in fact Article 710
added a very helpful section- 710.15(A) on the minimum power requirements
for stand-alone systems (below). Of course, insurance, resale - that's a
different story, but the AHJ is the one to ask about power supply
requirements, not the utility.

2017-11-02 Thread Steve Higgins
I was just in Southern Florida this week... and I asked the Same question
of a local installer.

This is what I was told:

It's considered by Florida Power and Light (FPL) that if you don't have
grid is not a "safe living environment" and thus any new construction must
have a grid connection.

I asked about the homes that are currently off grid, and the he said that
they are grandfathered, but when those homes get sold that they may have to
pay to connect to the grid to attain a loan or insurance..

Not an expert on Florida.. but this seems like a racket that FPL is
running, and I wouldn't doubt that this spreads to other states, especially
if they are government owned, or subsidized.

However you can put in a system that uses a battery bank as backup or peak
shave your electricity...

[RE-wrenches] Off Grid in Florida

2017-11-02 Thread Tom Lane
There have been these off grid rumors in Florida that it is illegal .
However, I have done a lot of off grid systems in Florida where there was
no grid connection AND some utilities have pulled their lines in rural
areas over DISPUTES ( the utilities being outrageous in my opinion) and
the customer converted to OFF GRID . A lot of hunting cabins for hunters
are off grid and usually hybrid systems . It is illegal anymore for
utilities to run power lines to islands in Florida - this is an effort to
keep developing OFF Florida’s island . The owners of the island go solar
propane bottles and hybrid generators. Their are a lot of small off grid
systems in Florida and a few large ones I know of AND as the tiny house
movement grows it should get bigger . Gator Tom

[RE-wrenches] Off grid in Florida

2017-11-02 Thread RE Ellison
Is there any truth to the info that you can not do an off grid system in
Florida ?

I have a friend assembling parts and he was told you can’t do off grid in the
state

Any info out there?
Thanks,
Bob Ellison
