I figured I'd add my two cents to this.

We're seeing very limited supply from Tier 1 manufactures, and we've been
having issues for a few months now.  There are a few that have modules
currently in the US, but the pricing is about 30% higher than what we were
seeing in June.  I've heard rumors that there's a glut of modules being
stored in warehouses in the US - but all the manufacturers are acting like
there's a shortage.  But since everyone is concerned about the impending
tariff, demand has skyrocketed.  We've also heard rumors of developers
trying to buy a GigaWatt (yes, 1000MW) of modules to store to ride out the
tariff.

I imagine utility scale projects will be hit the hardest.  When you have a
$0.10/W tariff being added to a $1.00/W project, that's a 10% increase,
which means a lot of projects won't go forward.

Guys and gals.

Though I'm nor a lawyer well-versed in trade law and actions, there is the
possibility of RETROACTIVE tariffs being applied.

In Washington trade parlance this is referred to as finding "critical
circumstances," which allows the government to throw out a retroactive
dragnet on solar modules imported into the U.S. PRIOR to any
tariffs/restrictions decision.

This is what, in fact, happened to me back in 2012 during the first round
of this trade war.

Just don't be the importer of record for any purchase of modules and you
should be OK.

Caveat emptor.

We normally keep about 6-8 brands/types of PV solar modules in stock. I tried 
to purchase from AEE last week but they have a policy that required us to buy 
other grid tie BOS components in order to purchase modules. They mentioned the 
“tariff shortage” Our work is all battery based systems so I passed.

Another distributor told me I should order now if I want to get in on their 
next container delivery. I just ordered a couple pallets (Panasonic) from 
another vendor that has stock and no special policy. 

So, I too would like to know if a shortage is looming. Anyone?

Have to remember that the module prices may go up but the BOS equipment and
labor will stay roughly the same.  So the increase is only on part of the
project cost.  The tax credit is on the whole project.  Of course being a
SW fan,  I just hope SolarWorld can keep up with demand.
