I was considering a similar project using packet. 
Specifically, by 
keeping a transceiver open on a out-of-band frequency.
 Alternatively, 
maybe use the same input frequency to monitor for
either a tone burst or 
packet data for upgrade.  If detected, have the
repeater switch into 
packet upgrade mode and use the input/output for a
short lived packet 
session.

I agree, repeater us is down.  

Maybe features such as Echolink, IRLP or DStar/AMBE digitial voice will 
generate interest?  For instance, with Echolink you can enter in another user's 
callsign and have your repeater remotely connect to the other user's one 
(providing your friend has identified with their local repeater).  I.e 
establishing a connection between two repeaters via callsign lookup service.  
While this feature only works using IP address now, it could be applied to work 
with frequency and direction.  I.e. a second digitally controlled frequency 
agile radio connected to the repeater and digitally controlled rotator.  This 
is also an interesting concept.

is way-way down,  One local put a recorder on 
the output of one popular repeater channel

there was a rush to install packet network nodes

over most of the US.  Clubs and individuals 
were proud to be involved with the 'digital revolution.

User interest waned and as time passed the network 
deteriated.  Today there are very few

live users.

[Repeater-Builder] IOTA Switched Power Supply and Noise?

[Repeater-Builder] Micor Mobile PL Enc/Dec

I have a UHF Micor mobile and would like to add a PL Encoder/Decoder to
it for CTCSS operation.  Does anyone have any suggestions or info on
which signals to tap?  Should I seek an off the shelf unit (not sure
which are available anymore) or build one with an ASIC?

There are Micor PL decode boards available on Ebay, however I haven't
seen encode boards.

There was a program called WinTone that would do this.
Not sure where to find a copy of it on the internet
now as they seem to have been taken off.  Think the
last one was version 2.02

tone, DTMF and CTCSS?  Open source software is preferred.

I'm interested creating open source repeater controller software.
Uncommon features may include, antenna rotation and frequency agility
(using Syntor and xcat interface).
