Position Summary
Performs computer and information systems analysis and support work.
Primarily working on SQL server reporting and integration services.
Provides support for the implementation and maintenance of various software
applications; identifies user needs and determines resolutions; rapidly
responds to system issues; recommends, designs, implements and installs
software applications, using a strong understanding of computer science
principles and theories. Required to detect, isolate and resolve
application problems, and have skills necessary to lead and manage issues.
Provides system development, production support, and user training services
for a variety of applications and initiatives and supports all aspects of
the system development and support life cycle with a specific focus on
application system analysis, design, development, and deployment. Supports
change management process. Develops and promotes good community relations
among various district and community clientele.
Essential Duties
• Collaborate with stakeholders to establish business requirements. Analyze
business requirements and design systems to support those needs.

• Conduct third-party software feasibility analysis and reviews product
specifications for completeness and compatibility. Assist senior
Information Services staff and District leadership teams in new
applications’ feasibility studies, evaluations and Requests for Proposals.

• Develop processes and/or procedures necessary to enhance and/or
supplement third-party software’s application code to meet requirements.
Will also further design, develop, deploy and maintain these customizations
during useful/necessary their software life cycle

• Identify and troubleshoot advanced-level problems within applications,
collaborate with third-party software vendor’s technology support to
resolve those problems, identify software programming defects and/or
develop functional workarounds to resolve application problems. Serve as
liaison between district and third-party software technology support staff.

• Detect, isolate and resolve application problems and serve as a technical
resource in the evaluation, analysis, design, development, testing,
integration, and support of the District’s applications.

• Review projects in progress and completed assignments for accuracy,
efficiency, maintainability, and adherence to established standards. Engage
in knowledge transfer and cross-training between skills and applications.

• Review documentation for new software releases and works with users to
determine impacts and modifications necessary.

• Schedule outages in coordination with business owners

• Adhere to and keep current the Information Services standards,
programming procedures, and techniques. Act as senior technical consultant
to the ITS staff and to others outside the organization. Assist with
project management and develop the knowledge and skills of other team
members.

• Generate test data for testing applications systems. Plan, prepare, and
conduct system level testing. Analyze test results to detect technical or
logical or logical errors. Maintain test system for future quality
assurance testing.

• Perform other related duties as assigned by the supervisor

Minimum Education or Formal Training
Bachelor’s Degree in Information Systems, Computer Science or equivalent
experience.

Minimum Qualifications
Three (3) to five (5) years’ experience in analyzing, developing, and
maintaining software applications using any software development life cycle
methodology, including requirements gathering, system design, coding,
documentation, testing, user acceptance, user training, and maintenance
work.
5+ years SQL Server building integrations and reports using SSIS and SSRS
Experience in analyzing problems, creating design documents, creating
process flow diagrams and documentation as required

Knowledge & Other Qualifications
• Experience with all aspects of programming against the Microsoft SQL
server (2014, 2012, and 2008)
• Experience with SQL Server reporting services, SQL Server Integration
Services is required
• Application Support – install, configure, patch, and support COTS
applications
• Experience in developing and supporting integrations between various
applications is required
• Experience managing Identity management a valuable
• Experience with student applications such as Infinite Campus is a huge
plus
• Previous experience working in a K12 environment is valuable
• Experience working on other databases such as MySQL is a plus
• Experience with Tableau or other Data Visualization/reporting pla

Report (eDMR), and the National Pollutant Discharge Elimination System
Management System (NMS). The eDMR system is currently used to enter
monthly, quarterly, semiannual, or annual DMRs as specified by permits
issued by PA DEP. The NMS system is currently used by DEP staff to manage
the monitoring and reporting requirements on DMRs, as well as
managing/generating permit documents and other informational reports.
Both of these systems are in the process of being re-written as the Water
Management System (WMS). As a result of the new system, various reports and
the previous authorization and facility based documents will need to be
updated to retrieve data elements from the new data source. New document
generation techniques will be utilized to create the new templates; SSRS
will be used to create the new reports.
Contractor will work with Bureau of Information Technology staff, and
Identified program area personnel, to convert existing authorization and
facility based document templates to a new platform. The new Document
Generator is based on the Open XML standard format, and utilizes Microsoft
Word content controls.
The data source for the document generation process will be an xml file.
The content controls in the document template will contain an xpath
statement which points to the xml file, and retrieve a piece of data,
evaluate a condition, or select a set of elements to repeat.
After successfully converting the old documents, the contractor will
transition to developing queries for new internal and external SSRS reports
for the Water Management System (WMS) Project. This will be accomplished by
reviewing existing reports that are to be consolidated and re-written
against the new data structures in the Oracle Database Management System.

Under general supervision candidate will design and develop Business

Experience Required
The Application Software Engineer must have the following experience:
Application Software Engineer with 8 or more years of demonstrable working
experience in application software design, development, with SSRS and SSIS
experience.
Eight years’ experience programming in client/server applications
Five years’ experience analyzing business requirements, generating project
specifications and in turn developing code, and applying knowledge of
computer programming techniques and computer languages
Five years unit testing and performing peer reviews of developed code to
insure conformity to standards and design best practices.
Five years’ experience programming in SQL and/or Transact-SQL.
Two years’ Experience with CRM Dynamics utilizing SSIS
Expert level skills in MS Project, MS Excel, MS Word, MS PowerPoint

Experience Preferred
The Application Software Engineer is preferred to have the following
experience and expertise:
Minimum five years’ experience, developing stored procedures using SQL, in
an enterprise environment.
Minimum five years’ experience developing SSRS reports and SSIS packages.
3 years’ experience writing reports in a CRM or like type environment.

Education Required
This position requires a Bachelor's Degree in Computer Science, Information
Systems, or other related field.

Years of Experience:
Advanced experience in the IT industry and as a programmer analyst.

Job Description:
Includes descriptions detailed earlier as well as programmer analyst
experience in specialized IT technologies which may not be widely used or
are new to the industry.
Plans, develops, tests, and documents computer programs, applying knowledge
of programming techniques and computer systems. Evaluates user request for
new or modified program, such as for financial or human resource management
systems, clinical research trial results, statistical study of traffic
patterns, or analyzing and developing specifications for bridge design, to
determine feasibility, cost and time required, compatibility with current
system, and computer capabilities. Consults with user to identify current
operating procedures and clarify program objectives. Formulates plan
outlining steps required to develop program, using methodologies such as
structured analysis and design or object-oriented development.
Work involves assisting in analyzing systems outlines to develop programs
for computer applications, writing solution programs, documenting the
methods and procedures used in
