The reasoning was (at least last year) that Google doesn't want to let just anyone work with the kids but only orgs they already know are good, reliable and trustworthy. I saw something similar for this year if I'm not mistaken. Again SMW might be able to get around this as a corner-case. But that's really for Carol to decide if we decide to apply. Hey :) since the use of Bugzilla came up: for Amarok release management I use a release_blocker keyword in our Bugzilla. So whenever someone find such a bug it gets tagged with that keyword (most of the time by our bug triage team) and I can easily see if I can tag a release or not. And it makes it very easy for devs to see what needs fixing asap.
