Yeah. The reasoning was (at least last year) that Google doesn't want to let just anyone work with the kids but only orgs they already know are good, reliable and trustworthy. I saw something similar for this year if I'm not mistaken. Again SMW might be able to get around this as a corner-case. But that's really for Carol to decide if we decide to apply.
