I have no idea.  He strutted around the club house and the restaurant  while on the course he held loud conversations with other officials.  He did not seem to be in charge.  But I never did learn what his official duties were.  All I heard him do was complain about the cart, the food and if the billing arrangements had been taken care of.  I ran in to him at least three times on the course and twice in the club house/restaurant area.  Each time he was mouthing off.  I do not want to imply that he was drunk or anything like that.  He was not.  I never saw him at anytime drink anything but water.   He was just full of himself.

Ed,
Based upon my experiences with rules officials I would have to
say that this behavior is an exception and not the norm.
Also, most rules people are volunteers. Was this person a
USGA employee?

was what was on the menu at the restaurant and had the arrangements been
made for the expense account to pay for the food. These conversations
took place on the course not while they were chowing down.
At one of these events, there was one particular official who was so
pompous, a lady spectator, asked who he was and why did he think he was
so important. She overheard him complaining about being issued a newer
cart. All the while, he had his feet draped over the front of the cart
and was dropping cigar ashes on the floor of the cart.
I do not know what his duties were at this event, but never once, did I
see him get out of the cart or to take up a position where he could even
look at any of the golfers. This is only notable in that he had showed
no interest in the participants and the quality of the golf being played.

ShopTalk: Non-conforming driver list

2003-03-17 Thread Bernie Baymiller

Yup, hadn't noticed that...December 23 of last year. This is probably
why... http://www.usga.org/test_center/method_measurement.html
Now, we'll have both a COR of .830 and CT of 250 to contend with.

I can see it now...because the USGA has a patent on the new portable
tester, they'll probably market it as a requirement to every pro shop in the
country for testing your opponent's driver. There will
be a testing shed beside the ball washer at the first tee
and for $5 you can test your opponent's driver, have his clubs counted, check
driver length and head volume, measure between the grips on his belly putter,
check grooves on his irons, etc. Since nobody is joining the USGA anymore
because they can't make any sense out of the present rules and have decided to
play by their own rules every day, it will be a good supplemental source of
income at tournament time. :-)
