Cisco and con-men

Hi listers,
 Have unhapply come across the postings on Cisco.Its a shame that there
are people like that-but you meet them every day.
  How can they be recognized ? Its easy if you will please observe a few
simple rules.
  1. Will never give their complete name.Ask for something legal with
their name on it. I.D.card,driver license,elec bill,phone bill,bank
statement, their address etc..Use your creativeness.
  2. You can not verify things they say. Ask for details,dates,times,
places,people with them,what they did,how they did it.Check it out for
yourself,don`t take their word for it.
  3. They are evasive,never give a straight answer,try to confuse the
issue with other things,like to change the subject.
  4. Will argue about anything and everything to cover up what they are
doing. Try to put you on the defensive and make you guilty of whatever
happens.
  
  Looking at Cisco`s posting clued me in right away to a con-man.Have
been to Guam many times and know whats there.
  Pay attention folks, there are others around, right on this list.
  I never respond to their posting and try to ignor them.
  Remember your first clue is they want to be your friends and get into
what you are doing,but will not give their names,address or even the
part of the country they are in.
  So beware and keep up the good work.:-)

   Why not make or buy 100PPM and dilute with distilled water?

I too agree.
Accelerate the workings of Karma
Go to the local Mafia there in Guam and pay the RIGHT person
a thousand or so to force Cisco the rip-off artist to surrender title
to the boat. Reach the *wife* and she will squeal on Cicso and spill the
beans.
Don't forget that Guam is third world and that there are plenty of
thugs who will do your work for you at the right price.

The boat can be sold and some of the money recovered.
The boat does not seem to be  a 27,000$ boat.My guess is that
6,000$ was spent on the boat and Cisco squandered or more likely
still has the rest of the dough.
Probably in real estate..check out deeds in his and wife's name.
He put on an act of being out of money
because he knew word would get back to Rifers in the USA and world
of a boat that needed repair and a poor Cisco and wife..
[who somehow have enough
$$$ to drink lousy overpriced beer all the live long day.]
He sound like a former doper who now drinks instead but remembered
his old doper scams and rip offs.


My guess is that other locals have been screwed by Cisco and that
he has a bad reputation.

I feel sort of guilty for not expressing my view on Cisco, especially
after he started asking
for donations for his boat. I think I am partly responsible because I
did suggest
to him that if he were trying to help people that he should ask for
donations. It was
not a serious gesture on my part however. I was trying to finalize an
accurate opinion
on him. I remember a lot. I remember his posts to the Rife list. I
noticed all the
inconsistancies. Remember, with Cisco, you cannot challange him
directly.
He claimed to have to cured his cancer with a Bare/Rife device. The post
on the
cansema list suggests otherwise. He is also the only person I know that
will tell
you that he won the Purple Heart, the Silver Medal, and the Bronze medal
in
Veitnam, and use that as levarage to try to get what he wants. I
confornted that

The man has come to a conclusion and admitted to the world he is
a "fool". The only other alternative to this is that he is even a
bigger fool if he is wrong. This would be easy to "spin" so we may
not know for awhile.

I don't know anything about Cisco except what we've seen on the list
and a few private e-mails. What does this message represent in terms
of truth? It is no more than characters on a screen to most of us 
and we have no way to know.

In Cisco's case, I see an example of how easy it would be to create a
charismatic online persona and lead people to whatever beliefs you 
want them to have. I also see how easy it would be to destroy the 
reputation of an innocent person. It can also be a case of dedicated 
but not-so-innocent people running afoul of their own weaknesses.

Which is it? I don't pretend to know.

Whether Cisco has done what he claims to have, or what he's accused 
of, that work is (or would be) valuable. Someone should be doing it. 

There will probably be answering messages and people will be tempted
to argue. I don't want a brouhaha over this. By all means let's talk
it over and learn from it, but let's stay on target.

My first impression of this post was shock.  It was rather difficult for
me to believe that Cisco is or "would be" that kind of person.  Let me
tell you why...

First, I went to various folders that I keep (different topics) and
found many posts by Cisco either replying to Dan Manning or vice versa,
dialogue I have had with him regarding my (recently deceased) friend
with liver cancer, and other posts where he was just reporting on
different methods of treatment - what worked and what didn't.  I can
send them if anyone is interested.  However, all these were done around
the end of May timeframe.  Nothing after that.  If anyone else has had
any correspondence after that it would be interesting to note.

Now when I thought about all of that and the things he said, it made it
difficult to believe he is the type of person that was portrayed in this
post by Johnny Burton (and sent in by Brian in Oz).

One more thing everyone may want to consider...   Guam, Papua, New
Guinea was just swept away by a huge tidal wave and thousands of people
have lost their lives.  I believe the entire country was almost wiped
off the map.  We're talking massive destruction here.

Before we jump to conclusions about what kind of person Cisco might be,
maybe we should consider if he is still alive?

phone call it was evident I am a
fool. The following is to let you know what has transpired in the last
few months between Cisco and I. There is only one reason I would
announce being so foolish to the world. This is keep it from happening
to anyone else.

   I will cut this very short for the whole story spans months.  About
the
first of this year was my second real contract with Rick. The first was
with his trying to get a sweep made for his Lodestar. This lasted only
only a
few weeks due to a communication problem. I couldn't figure out exactly
what he
was trying to do. Once I did figure it out he had solved the problem
himself, so he said. Anyway about the first of this year we merged
again. Some time around February he asked, or joking asked if I could
spare the money for his boat. I
declined. A few weeks later he asked again. By this time I thought he
was just a fellow that needed a break. I started to think of ways I
could help and not create a burden on me in case something went wrong in

the deal or my work. This was
done by refinancing my house which did indeed help if payments where
made as promised.
  The loan was made around the middle of April. The money was
transferred to his banking account by my bank. The Bank Papers are the
only proof of the loan. I made an agreement that I sent to him that more

or less stated in the event of my death the boat would belong to him
even it was not paid for. He argue that this would not work and sent me
a contract to read, sign, notarize and send back for him and he would do

the same on his end. I did just this. I have not yet seen its return,
nor a payment, nor have I heard hardly anything from him explaining why
except that it takes 8 weeks for any delivery.
 He was also was supposed to of sent a box containing pictures and
gifts for my wife and myself. This has not been seen. He told me he
mailed it off and it was returned back to him because of the wrong
address. I would have believe him except for two things. One, he asked
where to send it to and received a post with the address on it. Two, He
said he copied the address from a label on one of the boxes I had sent
him and I had spelled the my address wrong. He was doing good until he
said TN was spelled TENN. I have not used this in
years mainly because I am lazy.
By this time I was getting quite aggravated but I had order some
Powder Copper for him to put on boats. I told him I would not send it
until a payment was made. He said a payment had been made. 3 trips to
the bank proved otherwise with his explanation being he forgot to sign
the draft. Of course this
didn't make the payment ether and about the same time his wife became
ill. Well, seeing as how I already had the copper order and had to buy
it then I went ahead and sent it. This is really the part that torque me

the most. It was bad enough I had sent him $27,000 and had no proof of
anything to do with
the boat I was now going to have to provide a means for him to pay it
back.  After I told him it was on its its way he was very excited. He
made the statement " he would not have to do any construction work for 2

months" I was also to receive $1500 in payments in a week or so. This
was over a 1 month ago
or should have arrived in June.
He knows as well as I that I have very few options in this matter. I

have found the fellow he brought the boat from and talked with him. The
title was turned over to Rick and he didn't know how it was filled out.
Rick's original plan was
the boat would be in my name until it was paid for. This changed after
he received the money to it was in his name and I was the lean holder. I

feel this is not on the title ether. Rick also owes Moss McAfee ( the
original boat owner ) for a truck according to Moss.
Rick broke off email shortly before the money was transferred. All
the statements he made are only what I remember ( FT ) so I have no
proof of any of them. I do, I feel, have enough to put him in a bind if
I wanted to spend a
lot of money to do so. This is not my way. I have proven to myself I am
a fool. While I am not in a financial bind because of it; my house note
will now be prolonged by 5 years to pay for this mistake and lesson.
There can be no doubt that letting your heart lead the way is very
costly not to mention

We have purchased a research vessel. A 41 foot Formosa Sea Wolf Sail Boat. We 
need to rig an fit the boat for sail to several countries. This is not a dream 
this boat exists and in mooring in Harbor at Piti, Guam. 
So far we have sailed two other boats to Indonesia and Papua New Guinea to 
deliver Rife and CS equipment. The problem is the other boats have left our 
harbor to find other places

$125,000 sail boat with a full refit requires $20,000 more to go the distance. 
We are accountable and we need helpeven small donations will help us to

and when they flame you really bad... always thank
them on the net,  for their input

I knew the Hurricane was bad over there I use to listen
to your Guam radio station right after the storm (it broadcasts
in Real Audio on the net)... to get a update on whatw was 
happening...

Cisco is my friend of a year or so now. He's a great guy to talk with and
good to help out with the questions I have re Rife.  Makes massive amounts
of CS for large things like wells and stuff.  No medical care there,.

...and there is something else, about Cisco...

Some of you might remember the devestating hurricane that hit Guam
last year tens of thousands of people were left homeless as the
hurricane
destroyed their homes and businesses and in some areas... power was
out for six months fortunately, Cisco's house was not damaged very
much by the hurricane s... he offered his residence to several other
families  to share...  in fact,  he said,  (last year in an email to me)
that he
was 'Honored' to have several families live with him, in his house until
they
could rebuild and re-establish their lives...

Not many people are like this...   and for an ex-marine,   this act of the
heart was wa  beyond the call of duty...

A  couple of messages from/about him were forwarded to the list. He
sounded interesting. I'd never heard of him before though it seemed
he was well known. Thought it might be good to know his background.

A couple of folks have responded off-list, and I now have an idea of 
where he's at and what kind of efforts he's a part of. Sounds like a 
good gent to know.

If you'd like to give a non-intrusive sketch of the man and his 
situation for the benefit of others on the list who don't know him, 
that would be really nice. He's really demonstrating the value of CS 
in a survivalist or third world type scenario.
