Hi Sandy,

It's most effective to preserve at least a sentence or two from
whatever message you are replying to so that your readers can
understand the context without having to go back to earlier messages.

Re-sending an entire message or even a whole thread just to add a few
lines is also inappropriate.

Somewhere between quoting everything and quoting nothing you'll find
the sweet spot. Nobody's going to be bothered if you're off by a few
lines or paragraphs one way or the other!
