The question was where the man could adress himself so he could make use of 
his talent with his hands, not his wallet :-) The best bet financially is to 
find someone(s) and send it direct, otherwise you end up paying for the 
bureaucracy's expenses.Still, something is better than nothing, and nothing 
is pretty much where they are at right now.

	I think you will find that the countries don't need all that much 
"outside" help when it comes to reconstruction. They have much manpower, 
even taking into account the massive loss of life, and then paying these 
people to build is a good way of getting money to the local  economies. 
A lot of these people where fishermen, and have subsequently lost their 
boats hence are not capable of earning an income "the old way".


	Something that may be worth passing onto your father though is that 
these people will need tools. When East Timor was destroyed by Indonesia 
in 1998/1999/2000, if memory serves me correctly, Australia sent up some 
tradesmen to teach the locals how to "swing a hammer" but also ran huge 
"tool drives" where people, back in Australia, where encouraged to clean 
out the old back shed and send their rusting tools to local collection 
points. The tools where then cleaned up and sent to East Timor so that 
the locals had something to work with. I personally think this is a 
better way of doing things rather than sending a mob of Western 
construction people there to actually do the rebuilding.

As a volunteer for the local ARC chapter I'm unaware of any RC programs that
plan to use the skills mentioned.  I would suggest first contacting the
peace corps http://www.peacecorps.gov/ .  Many missionary groups may put his
skills to use.  In the event one has no particular faith they may contact
the local ministerial alliance or Salvation Army for more information.
