but oneway:bicycle=no is understood. I would simply add that as well.
So a router can use that for navigation(but it will not tell you on which
side of the road you have to drive because that is hidden in the other tags
you mention)

they aren’t, bikes will have to drive on the right in both directions, opposite 
directions would mean they have to drive on the left

it’s similar in Germany, if segregated=no a cyclist must take care of 
pedestrians and be able to stop anytime, even if this requires to not go faster 
than walking speed, while pedestrians can (legally) rely on cyclists taking 
care of them, and can use any part of the shared space.

Close, but
"cycleway=track" is not correct, as the foot-cycle-"way" in question is a
lane, similar to "cycleway=lane", but the resulting tagging does no imply
that pedestrians an cyclists have to share these lanes. What In addition I
need to express that the lanes are oneway for bicycles in opposite
directions.
In addition, but that is an Italian speciality, the shared foot-cycleway is
legally a foot-way on which bicycles can circulate, but pedestrians have
precedence.

Maybe:

highway=residential
footway:left=lane
footway:left:bicycle=designated
footway:left:segregated=no
footway:left:oneway:bicycle=yes
footway:left:width=1.5
footway:right=lane
footway:right:bicycle=designated
footway:right:segregated=no
footway:right:oneway:bicycle=-1
footway:right:width=1.5

oneway = yes 
oneway:bicycle = no  <- oneway not for bicyclists
sidewalk = both  <- there is a sidewalk on both sides
cycleway = track...which is also a cycleway and
cycleway:segregated = no...not segregated 

Because the unsegregated foot+cycleway is really slim, it'd be useful to also 
record the width of the sidewalk/cycleway in

cycleway:width = X
