in your w e synthisizer settings make sure that it is not set to use a backup 
synthisizer.
sometimes you have to unplug and re insert the usb cable so windows can 
properly detect the usb port.

Hi and thanks.

My problem is that I don't understand why it selects the right device
sometimes on startup, but not at others, when it appears to make an
arbitrary selection.  I'm guessing there's sometimes a discrepancy
between when USB becomes available, and when W-E selects the ports
available, but maybe not.

Try using Internet Explorer in this situation.
Firefox and Window-eyes 8.4 are known to refresh some sites rapidly.

some miranda message list questions

people where their name starts with an ID, it says ID, then a long

Speak Tooltips in IE 11

When I move the physical mouse over a webpage in IE 11 and a tooltip pops
up, WE does not speak the text. How do I get WE to speak the tooltip? I’m

where is win eyes comeing from. the speakers only, both speakers or headphones?
are the headphones usb headphones or not?
look in sounds in control panel and look in playback. there check what is being 
used as the default when the speakers are plugged in. it will tell which is the 
default.
headphones, digital speakers ornormal speakers. make sure you make the right 
option the default sound device or you could end up with no speach.

That may be true. Ieven those situation would impact hwindow eyes.Also if you 
have the sound configuration configured to start with headphones instead of 
speakers. That would  do it as well.
