Also, I cannot remember Jan having discussed his proposed import on the 
import mailing list even though he has been told that he'd be violating 
the guidelines if he imports without doing that.

I believe we may have significant different definitions of "improves"
and "useful".

Unluckily you can import immense masses of junk (see "improve" and
"useful" above) completely independently of personal ability.

Simon (who has absolutely no problem with beginners and less skilled
contributors -mapping-)

I would also favour continuing the block on imports and mechanical edits
until about one week after a new planet is released. This would help
downstream consumers of diffs by avoiding unnecessarily large diffs at a
time when everyone will be reimporting.

After all, imports that are currently taking place are not urgent.

I would be curious to have an estimate as to when imports might be
allowed again.

There is a university I'm working with that would like to import data
that they collected. So yes technically it is an import, but then
their intent would be to now update the data directly in OSM rather
than the way they have previously been doing it.

This isn't technically "urgent" but there is updating they'd like to do soon.

i don't think it's wasting time. if it improves the map, it's useful.
the question the person asked is whether or not it is a good idea to
do them yet, from a technical perspective vis-a-vis the redaction
process.

also, this is a (mostly unspoken) principle which free/open projects work upon:
"From each according to his ability, to each according to his need"
(Louis Blanc, 1839)

so, if OP finds it useful and there are no technical reasons why not
to, i say go for it if that's what you want.

and I'd suggest that it would help mappers if imports stayed off for a 
while too.  In some areas there's a fair bit of tidying up still to be 
done, and it isn't always obvious whether an import would partially 
duplicate something that got partially redacted.

As announced moments ago on rebuild@ by Andy Allan:

Another step along the way: The redaction bot has completed. All
101,859,280 entities needing examined have now been processed, with
the final pass completing at 18:16 UTC

I know that there is other work that needs doing before the license
changeover itself happens, but the redaction bot has done its job now.
