Glad to hear that . I could also generate custom tiles for you with
any styling requirements . Like change road colours , land colours etc
.

Maybe you could use software that displays vector maps? It should be 
less data to download than all of the tiles for the area, you could use 
planet extracts.


It does depend on what OS and software you are using for tracking etc. 
Maybe look at QLandKarte GT or Gosmore, I think they can display vector 
maps and do some sort of real-time tracking.

Can you tell me/us what region you want? Specifically, what bounding box? 
What system(s) will you be viewing the tiles with?

The problem is that when we are on a chase we are out of internet contact. Even 
cell coverage is very spotty in many of the places so we can't use an online 
source for mapping data. The tiles I would pull would not be available online 
for other users,
they would only be used for our local (in our chase van) network.

Your balloon program for kids sounds awesome.

I presume that you want tiles to preload on your mobile devices?  That
sort of bulk tile downloading is, as Serge said, the sort of thing
that will get you blocked.  Even for a good cause like yours.

I'm sure that you'll find a Good Samaritan who will offer to generate
these tiles for you.

You should not pull tiles directly from OSM servers to put on your
own. That's the kind of thing which would get you blocked.

What you can do is if you have a very limited number of users, you can
specify the OSM tileset in your openlayers config. Or you can use
another OSM tileset, eg the one provided by Mapquest.

If you want to run your own tile server (and I'm not entirely sure why
you'd want to do this), you should render the data yourself, but I
come back to why you'd want to do that. Presumably you just want to
track your balloon, which would just mean using openlayers and either
a point or a line on top of the map, so you don't need your own
tileserver.
