It should be less data to download than all of the tiles for the area, you could use planet extracts. It does depend on what OS and software you are using for tracking etc. Maybe look at QLandKarte GT or Gosmore, I think they can display vector maps and do some sort of real-time tracking. The problem is that when we are on a chase we are out of internet contact. Even cell coverage is very spotty in many of the places so we can't use an online source for mapping data. The tiles I would pull would not be available online for other users, they would only be used for our local (in our chase van) network. That sort of bulk tile downloading is, as Serge said, the sort of thing that will get you blocked. Even for a good cause like yours. You should not pull tiles directly from OSM servers to put on your own. That's the kind of thing which would get you blocked. What you can do is if you have a very limited number of users, you can specify the OSM tileset in your openlayers config. Or you can use another OSM tileset, eg the one provided by Mapquest. If you want to run your own tile server (and I'm not entirely sure why you'd want to do this), you should render the data yourself, but I come back to why you'd want to do that.
