May I theorise that aim of highway=traffic_calming was for use on nodes 
that would otherwise only be marked with traffic_calming=*?

Actually, in section "Rendering" it says:

ways: the entire way is hatched diagonally

But I think it is better to tag a node, not the entire street.

As I read it, it's not replacing the highway=* tag, but is in addition to.
So:
  highway=residential
  traffic_calming=chicane

A bump should be a node, IMHO.

highway=traffic_calming

does not exist so it wont render, i think it should be

on the way:
name=Enfield Road
highway=unclassified,  residential or what ever main type the road is

on the node where the bump is:
traffic_calming=bump


name=Enfield Road
highway=traffic_calming
traffic_calming=bump

Also, someone's changed one back to residential, leaving the 
traffic_calming=bump value. The road is shown in mapnik and osmarender 
as a residential road - no traffic_calming rendering visible.

The wiki was wrong on highway=traffic_calming. This was just added by a user 
some time ago for no apparent reason. I've removed it again.
Just use the normal highway=* classification appropriate for that road.

AFAIK none of the renderers understand the traffic_calming=* tags yet, that's 
why they aren't rendered.

places where the traffic calming measures are, not that the road is is 
some way "traffic calmed" as a whole.

So highway=unclassified (or whatever)

and then on nodes, traffic_calming=whatever at the appropriate locations.

The fact that someone has suggested how it might be rendered doesn't 
mean it *is* rendered.

I'm been poking round the area of Enfield Road, Norwich, UK and some of the
