Re: [talk-ph] Typhoon Megi/Juan Humanitarian OSM Team activation request
Dear everyone, Unsatisfied by the response below, I did a follow-up call with the NAMRIA concerned staff and explained the purpose of our project. They said that as long as we scanned them and didn't purchased the scanned/digital version from NAMRIA and we did our own rectification, this is completely OK. One thing to note though is that rectification should be in Luzon 1911 datum http://spatialreference.org/ref/epsg/4253/ and at least 16 GCPs are needed. After the rectification, we can then reproject it to GCS WGS-84 Moreover, they said that they are well aware of OSM in the Philippines of which they are grateful because we are providing free access to vector datasets of the country (specifically streets). Honestly, the above statement surprised me. Hi Maning, To answer the question if we bought the maps from NAMRIA, yes the maps was bought from them and then scanned them. Good news that we could use their topo maps as long as we put them in our data reference. --bunny --- On Tue, 26/10/10, maning sambale wrote: > From: maning sambale > Subject: Re: [talk-ph] Typhoon Megi/Juan Humanitarian OSM Team activation > request > To: "Eugene Alvin Villar" > Cc: "Leonard Soriano" , "osm-ph" > > Received: Tuesday, 26 October, 2010, 6:10 AM > Here's NAMRIA's response to my > inquiry (I forgot to send to the list > ASAP because it was marked as spam): > > Dear Sir, > > Did you buy the maps from the NAMRIA Map Sales Office? > > You can use the maps, but please acknowledge NAMRIA as the > source and > mention the process you did on the maps (i.e scan, > georeference/georegister and trace) > > For more info. please call us at 8105466. > > Truly yours, > > Alvin Laurio > > My original message: > Hi, I would like to ask legal clarification on the use of > the NAMRIA > 1:50k topographic maps. Here's NAMRIA's response to my inquiry (I forgot to send to the list ASAP because it was marked as spam): Dear Sir, Did you buy the maps from the NAMRIA Map Sales Office? You can use the maps, but please acknowledge NAMRIA as the source and mention the process you did on the maps (i.e scan, georeference/georegister and trace) For more info. please call us at 8105466. Truly yours, Alvin Laurio My original message: Hi, I would like to ask legal clarification on the use of the NAMRIA 1:50k topographic maps. Re: [talk-ph] Typhoon Megi/Juan Humanitarian OSM Team activation request
Hi, Some update on this: 1. jgc, chippy and Schuyler is working on improving the rectification of the 1:50k topomaps: http://wiki.openstreetmap.org/wiki/Philippines_Tropical_Storm_2010#Other_data_sources Basically we have two wms available. The telascience service is an automatic rectification while the nypl service requires manual identification of ground control point (GCPs). IYou can improve the rectification by adding more GCPs using the nypl service. We can then combine both service. 2. I initiated contact with the Province of Isabela if there is a need for mapping assistance. Our local contact responded that they don't need assitance at the moment. Response below: "extends his thanks, though no need to go, since they are having trouble coordinating the number of groups there who are already involved in rescue and aid." However, I encourage everyone to continue with the mapping effort. Recovery efforts for the heavily damaged towns will take much longer. Salamat Maning for rectifying the topo maps. Just to clarify a bit, the topo maps that I uploaded is collaborative effort with my previous colleagues in an organization called Anthrowatch based in Quezon City. We had a scanner that everytime we would have a new topo map, we would scan and archive it. I do not even remember now which specific maps that I scanned personally. Anyway, I plan to upload more maps when time allows. --bunny --- On Wed, 20/10/10, maning sambale wrote: > From: maning sambale > Subject: Re: [talk-ph] Typhoon Megi/Juan Humanitarian OSM Team activation > request > To: "osm-ph" > Received: Wednesday, 20 October, 2010, 12:19 PM > Today's update on the Typhoon > Megi/Juan mapping. > > 1. 1:250k topomaps are now available as WMS which you can > use as > basemap in JOSM and Merkator. > 2. Re: [talk-ph] Typhoon Megi/Juan Humanitarian OSM Team activation request
Today's update on the Typhoon Megi/Juan mapping. 1. 1:250k topomaps are now available as WMS which you can use as basemap in JOSM and Merkator. 2. We made a quick rectification of Bunny's donated 1:50K and also available as WMS. More info in the wiki: http://wiki.openstreetmap.org/wiki/Philippines_Tropical_Storm_2010#Other_data_sources A word of caution on using the WMS, these maps are really old and only useful as additional reference for naming features. Many of the shape of features (i. e. rivers) have changed through the years. However, this still useful to verify Landsat traced features. Re: [talk-ph] Typhoon Megi/Juan Humanitarian OSM Team activation request
Are these maps kosher for tracing? The Intellectual Property Code of the Philippines (Republic Act No. 8293) has this to say: "Section 176.1. No copyright shall subsist in any work of the Government of the Philippines. However, prior approval of the government agency or office wherein the work is created shall be necessary for exploitation of such work for profit. [...]" The Wikipedia community has taken this to mean that government works are still copyrighted because of the non-commercial clause. But, additionally, copyright in the Philippines generally persist for the author's life + 50 years or 50 years after publication/making depending on the work. So maps published in the 1950s *might* be OK. On Tue, Oct 19, 2010 at 12:33 PM, maning sambale wrote: > Bunny, > > On Tue, Oct 19, 2010 at 12:26 PM, Leonard Soriano > wrote: >> >> Maning rectified. Re: [talk-ph] Typhoon Megi/Juan Humanitarian OSM Team activation request
Hi, A couple of updates to our efforts. All in the wiki: http://wiki.openstreetmap.org/wiki/Philippines_Tropical_Storm_2010 1. Typhoon Megi/Juan is about to leave the Philippines Area of Responsiblity, fortunately, very few casualties. But the extent of damage needs to be monitored. 2. River mapping is continuing. 3. Bunny donated scanned topographic maps (1:50k). You can use the maps for adding names in the landsat derived rivers. The maps are not georeferenced you can do this via mapwarper, once rectified you can now use it in josm and merkator. Note that the topomaps are copyrighted by NAMRIA, bunny scanned them personally and is allowing the use for OSM. 4. I identified possible SPOT5 2.5 color imagery. We need to prioritize which images we should request for donation. Please edit the wiki and provide a description why we should request the specific image tile. As of this time, we have very little data we can offer to relief and rescue workers, but given the resources in the wiki. I believe we can provide good data soon. Thanks a lot. Maning has uploaded the maps (the first batch) to http://maps.nypl.org/relief/ <http://maps.nypl.org/relief/maps/308> put them in the wiki (http://wiki.openstreetmap.org/wiki/Philippines_Tropical_Storm_2010#Other_data_sources ) and Chippy made a composite for them (http://maps.nypl.org/relief/layers/12). Most still need georeferencing, and Maning will be able to add new maps to the composite layer.
