Yes, but the fix can only be made in Windows Installer (though there
is a way to force MSI to not create published icons, but it requires
you to run msiexec with some parameter manually).

Correct and your work around works. But is is a work around for
something that is broken and should be fixed. Agreed? :)

Hint: instead of copying the icon that the installer creates, make
your own shortcut to thebat.exe manually. Corrupted icons are a
feature of MSI's "published shortcuts", which instead of running the
executable directly run the installer instead, which tries to check if
something isn't right (unfortunately, I have yet to see a problem
which these icons solve, while I've seen several programs where the
icons would just restart the installer, which would report an error
and request the original MSI file, and when that wasn't found, exit -
however when ran through a shortcut that starts the EXE directly, the
program would work without problems).

Supported in the bugtrack, and comment added.

For me, it's a Vista issue: all the time the quick shortcut I create
is broken by a new msi, and it happened with all the version since I
installed Vista.
It never, never happened with XP, SP1 ou SP2 or SP3.

I have had the same quick launch icon for many versions, and I don't 
recall ever having to re-add a new quick launch icon.  So I cannot 
confirm this as an issue with 4.1.9 or any previous versions (at least 
not for a long while, if ever).
