No doubt I am totally out of my league in making such a suggestion, if it is a suggestion, but I've wondered about the possibility of a browser -- or browsers -- designed specifically to run TiddlyWiki. Now if you explain to me why this is no possible or desirable, chances are good I would not understand. In my ignorance and incomprehension I can't keep from wondering, though. I think that a versatile HTML compiler (html to exe) which creates stand-alone and secure desktop EXE applications or software from websites may be the solution you are looking for. A very good software of this kind can be found at www.htmlexe.com and the trial edition of HTML Executable has no time limit and it is a full-featured release. Best regards, C. I seem to remember that changing the .html extension to .hta lets you run TiddlyWiki as a HTML application on Windows. This might help some people as the permissions are enhanced.
