I remember last week that I saw a metacity process when I ran ps -e. Anyhow, in some of the latest updates, the problem disappeared. The windows are now created in the right place, with borders and it is possible to move them. Also, the problem with the keep settings-dialog freezing is now gone (see my post from 2010-04-10 above). When I check today, I see that I have both compiz and metacity installed. This doesn't appear to be a graphics driver bug. The symptoms suggest that you're not running a window manager. The default window manager for cards with 3D is compiz, which you seem to have removed at one point, and for other cards is Metacity. Without a window manager running windows stay where they're created - in the top-left, you can't move them or change their stacking order, and they don't have titlebars. I was going to try turning on visual effects, but then it turned out that I had removed compiz while removing gnome and reinstalling ubuntu- desktop. So after installing compiz (compizconfig-settings-manager and its dependencies), I selected Appearence from the System-Preferences menu, clicked the Visual-effects tab and selected Normal. Then I got a pop-up dialog-box asking me if I wanted to keep the new settings. I clicked the keep settings-button and then that dialog and the visual settings dialog box both froze. (other applications kept working and there was no process with high CPU load). I pressed the X in the upper left corner of the keep settings dialog, after some time a new dialog appeared asking me if I wanted to force Keep settings to quit. I clicked the force quit button and both the keep settings-dialog and the visual effects dialog dissappeared. I have the same bug. You can work a little better with visual effects. When I turn on the visual effects, window borders back into place, but the effects are not enabled. This is not a solution but it at least some improvement. Incidentally, your video driver is not fglrx?
